DEVELOPING PARTICIPATION OF COMMMUNITY LEADERS IN MAKING SUBDISTRICT DEVELOPMENT PLAN OF IPAN SUBDISTRICT PHRASAENG DISTRICT IN SURATTHANI PROVINCE

Abstract

The purposes of this research were to study the participation of community leaders and to evaluate the performance of developing the participation of community leaders in making the subdistrict development plan of Ipan Subdistrict, Phrasaeng District, Surat Thani. The data were collected from 104 community leaders using questionnaire and analyzed using content analysis, mean, standard deviation, and t - test.

The results found that the participants have been leaders for more than 5 years and participated in making a subdistrict development plan. The levels of community leaders participated in acknowledging the problems and the needs were high whereas making decision participation, monitoring and evaluation, planning and participating in performance were at the moderate level. The study finding illustrated a framework of performance plan for participation of community leaders in making the subdistrict development plan which consisted of principles and reasons, objectives, and contents based on AIC technique. The framework was then validated by advisors and experts before being experimented. Consequently, the development plan was identified into 3 aspects, 1) people collaboration to overcome drug addiction, 2) building community sport field, and 3) crops insurance guarantee prices. The study also revealed that the level of community leaders gaining more understanding and developing good attitude and skills in making subdistrict development plan increased statistically significantly at 0.05.
