The Development of a Distance Training Package via Electronic Media on the Topic of Techniques and Instruments of Learning Evaluation in the 21st Century for Basic Education Teachers in Nonthaburi

Abstract
The objectives of this research were (1) to explore the needs for learning evaluation in the 21st Century of basic education teachers; (2) to develop a distance training package via electronic media on the topic of Techniques and Instruments of Learning Evaluation in the 21st Century for basic education teachers; and (3) to evaluate the results of using the distance training package via electronic media on the topic of Techniques and Instruments of Learning Evaluation in the 21st Century for basic education teachers. The research sample consisted of a group of 345 teachers from basic education schools in Nonthaburi province for assessment of the needs for learning evaluation in the 21st Century and a group of 30 teachers to be the research sample for evaluation of the use of the distance training package via electronic media on the topic of Techniques and Instruments of Learning Evaluation in the 21st Century and then were evaluated on results of using the distance training package. The employed research instruments comprised (1) a questionnaire on the needs for development of knowledge and skills on learning evaluation in the 21st Century; (2) a distance training package via electronic media on the topic of Techniques and Instruments of Learning Evaluation in the 21st Century with the use of Google Classroom; (3) an achievement test for pre-training testing and post-training testing; (4) an evaluation form for quality assessment of the distance training package by the experts; (5) a questionnaire on opinions toward/satisfaction with the training; and (6) a focus group discussion note taking form. Quantitative data were statistically analyzed with the use of the percentage, mean, standard deviation, improved version of priority needs index (PNI), t-test, development score, and relative gain score; while qualitative data were analyzed with content analysis.
The research findings were as follows:
1. Regarding the assessment results of the needs for learning evaluation in the 21st Century of basic education teachers in Nonthaburi province, it was found that the teachers had the need for development of knowledge and skills on construction and quality evaluation of instruments for learning evaluation in the 21st Century at the highest level; while their needs for basic knowledge on learning evaluation in the 21st Century and for techniques and methods of learning evaluation in the 21st Century were at the high level.
2. The content structure of the developed distance training package via electronic media on the topic of Techniques and Instruments of Learning Evaluation in the 21st Century with the use of Google Classroom was composed of three learning units comprising 13 topics. As for results of quality evaluation of the developed distance training package via electronic media by the experts, it was found that the distance training package via electronic media as a whole was appropriate at the high level in the aspects of presentation, contents, and benefits.
3. The post-training achievement mean score of the teachers, who were trained with the distance training package via electronic media on the topic of Techniques and Instruments of Learning Evaluation in the 21st Century with the use of Google Classroom, was significantly higher than their pre-training counterpart mean score at the .05 level of statistical significance. Also, the teachers who were trained with the distance training package had opinions that the distance training package was appropriate in the aspect of benefits at the highest level; while its aspect of presentation and contents were appropriate at the high level. Furthermore, the overall satisfaction of the teachers with the training was at the high level.
