The Relationship between Personnel Management of School Administrators and Performance Competency of Teachers under Kamphaeng Phet Primary Education Service Area Office 1

The purposes of this research were : 1) to study personnel management of school administrators under Kamphaeng Phet Primary Education Service Area Office 1; 2) to study performance competency of teachers under Kamphaeng Phet Primary Education Service Area Office 1; and 3) to find the relationship between personnel management of school administrators and performance competency of teachers under Kamphaeng Phet Primary Education Service Area Office 1. The research sample consisted of 358 teachers under Kamphaeng Phet Primary Education Service Area Office 1, obtained by stratified random sampling. The sample size was determined based on Krejcie and Morgan’s Table of Sample Size. The employed research instrument was a rating scale questionnaire with reliability coefficient of 0.95. Statistics employed for data analysis were the frequency, percentage, mean, standard deviation, and Pearson product-moment correlation. The research results revealed that : 1) the overall personnel management of school administrators under Kamphaeng Phet Primary Education Service Area Office 1 was rated at the high level; when specific aspects of personnel management were considered, it was found that all aspects were rated at the high level including the enhancement of work performance efficiency aspect, the planning for staffing and job positions aspect, the personnel recruitment and appointment aspect, and the discipline and discipline maintenance aspect; 2) the overall performance competency of teachers under Kamphaeng Phet Primary Education Service Area Office 1 was rated at the high level. When specific aspects of teacher performance competency were considered, it was found that all aspects were rated at the high level including the discipline, morality and professional ethics competency aspect, the core competency aspect, and the functional competency aspect; and 3) the personnel management of school administrators and performance competency of teachers correlated at the moderate level, which was significant at the 0.01 level of statistical significance.
