The Relationship between the Local Administration and Local Government in the Provision of Public Services Case Studies Samet Tai Subdistrict, Bang Kla District, Chachoengsao Province

            The objectives of this research were (1) to study the relationship of roles and powers of local government and local administration in public service provision in Samet Tai Subdistrict, Bang Khla District, Chachoengsao, (2) to investigate factors that affect the cooperation of local government and local administration in public service provision in Samet Tai Subdistrict, Bang Khla District, Chachoengsao, and (3) to identify problems and solutions for cooperation in public service provision of local government and local administration in Samet Tai Subdistrict, Bang Khla District, Chachoengsao.

            This research was qualitative research using a purposive sampling method using in-depth interviews with 8 people, including government officers, executives, community leaders, members of the Samet Tai Subdistrict Administrative Organization, and local people from 6 villages in the Samet Tai Subdistrict, Bang Khla District, Chachoengsao. The research tool was an interview form, and then the collected data were analyzed using descriptive analysis.

            The research found that (1) the relationship of roles and powers of local administration and local administration in the public service provision in Samet Tai Subdistrict, Bang Khla District, Chachoengsao was that both local government and local administration must work together to understand problems and bring them into the processes of the state in the provision of public services. It involved coordination with the district serving as an intermediary, where the local administrative side, led by community leaders, was responsible for gathering public opinions. The relationship between local administration and local governance in working together to provide public services was well-defined, with clear roles assigned for each entity, i.e., local administration, local governance, or related organizations. (2) The factors contributing to the collaboration between local administration and local government in public service provision in Samet Tai Subdistrict, Bang Khla District, Chachoengsao, were as follows:
1) the current grievances of the public, aiming to address and resolve issues effectively to benefit the people, 2) planning to anticipate and address future problems, and 3) budget allocation.
(3) Problems of public service provision by local administration and local government in Samet Tai Subdistrict, Bang Khla District, Chachoengsao were budgetary issues, insufficient personnel, unclear roles and responsibilities, a lack of public awareness regarding public service
