Evaluation of Educational Service Implementations of Sukhothai Thammathirat Open University

The objectives of this research were (1) to evaluate education services implementation of Sukhothai Thammathirat Open University by using result-based management framework (2) to study problems and recommend development guidelines of education services of Sukhothai Thammathirat Open University.
This research was a mix method research. The population for quantitative research was undergraduate students of Sukhothai Thammathirat Open University who applied admission during the academic year of 2016 to 2019 totally 21,994 students. The samples size was 400 samples with stratified random sampling method. Research instrument was a questionnaire. Statistics employed for data analysis were frequency, percentage, mean and standard deviation. For qualitative research collected data from relevant secondary sources and data was analyzed by content analysis in term of inductive summary.
The research findings revealed that (1) the implementation evaluation of education services of Sukhothai Thammathirat Open University in the aspect of environment, it was found that Sukhothai Thammathirat Open University that used live-long distance learning for passing knowledge and experiences to student via mix medias including printed media, audio-visual media, electronic media. As for input aspect, it was found that the students’ opinion was at high level. Considering each aspect from the highest to the least order showed the registration, delivery of teaching kits and educational materials by mail respectively. For operational process aspect, it was found that the students’ opinion was at high level. Considering each aspect from the highest to the least order showed development of study skill, educational services of the educational service center and information service, respectively. And the last aspect, productivity evaluation, the students’ opinion was at high level. Considering each aspect from the highest to the least order showed economy, effectiveness and efficiency respectively (2) Problems of educational service implementation of Sukhothai Thammathirat Open University were the delay in process, delayed delivery of documents, not sufficient communication channel, and too much content in a textbook. The recommendation for development were there should manage with fast response of inquiries, continue online supplementary teaching and the content in a textbook should be concise.
