การเสริมสร้างธรรมาภิบาลขององค์การทางการศึกษา ด้วยกลไกธรรมาธิปไตยของผู้บริหาร

ธรรมาภิบาล (Good Governance) นิยมใช้ในการบริหารของภาครัฐ เอกชนและรัฐวิสาหกิจ เนื่องจากเชื่อว่าเป็นแนวทางการบริหารและการปกครองที่ดี สามารถสร้างประโยชน์สุขและความเป็นธรรมให้กับทุกฝ่าย ทั้งนี้ระบบการจัดการศึกษา ได้นำแนวคิดนี้มาใช้เป็นการบริหารจัดการแนวใหม่ เพื่อแก้วิกฤตการศึกษายุคปฏิรูปการศึกษาทศวรรษที่สอง (พ.ศ.2552-2561) แต่ยังขาดการนำไปสู่การปฏิบัติอย่างเป็นรูปธรรม

บทความนี้จึงมุ่งเสนอสถานการณ์ธรรมาภิบาลของสังคมไทยและสถานการณ์ธรรมภิบาลของการศึกษา พร้อมกับชี้ให้เห็นข้อบกพร่องของการนำธรรมาภิบาล มาใช้ที่ควรเร่งแก้ไข  จากนั้นเป็นการนำเสนอแนวคิดธรรมาธิปไตย ซึ่งเป็นคุณสมบัติที่สำคัญที่ผู้บริหารทางการศึกษาควรมี และเป็นกลไกสำคัญต่อการสร้างเสริมธรรมาภิบาลให้เกิดทั่วทั้งองค์การ ให้นำไปสู่การพัฒนาคุณภาพผู้เรียน

Abstracts

Good governance utilized popularly in management of public sector, private sector, and state enterprises sector is convinced to be the best administrative system that can make peace, happiness, and equity for every society worldwide. Educational system brings this paradigm to apply to be the new management way to solve the educational crisis for the two decades of Education Reform (2009-2018), however it is lacked to apply concretely.

This paper is to present situations of good governance both in Thai society and in education context in order to indicate problems of good governance application. After that, Dhammadhtippataiya paradigm is presented to be the desirous requirement for education administrators and the main mechanism to enhance total good governance inside educational organization to develop the quality of students.
