การพัฒนารูปแบบการประเมินหน่วยประเมินภายนอกระดับการศึกษาขั้นพื้นฐาน

Abstract

บทคัดย่อ

ในการวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อพัฒนารูปแบบการประเมินหน่วยประเมินภายนอก ระดับการศึกษาขั้นพื้นฐาน ดำเนินการวิจัยโดยใช้กระบวนการวิจัยและพัฒนาแบ่งออกเป็น 4 ขั้นตอนคือ
1) สำรวจ และสังเคราะห์รูปแบบการประเมิน 2) สร้างและตรวจสอบร่างรูปแบบการประเมิน 3) ทดลองใช้ร่างรูปแบบการประเมินและ 4) ประเมินรูปแบบการประเมินหน่วยประเมินภายนอก ระดับการศึกษาขั้นพื้นฐาน ผลการวิจัย พบว่า

1. รูปแบบการประเมินหน่วยประเมินภายนอกระดับการศึกษาขั้นพื้นฐานประกอบด้วยองค์ประกอบ 4 ด้านตามทฤษฎีระบบ (System Theory) คือ ด้านปัจจัยนำเข้า (Inputs) ด้านกระบวนการ(Process) ด้านผลผลิต (Output) และด้านข้อมูลย้อนกลับ (Feedback) โดยมาตรฐานและตัวบ่งชี้ที่ใช้ในการประเมินคุณภาพหน่วยประเมินฯ ประกอบไปด้วย 6 มาตรฐาน 25 ตัวบ่งชี้ และใช้ผู้ประเมิน 4 แหล่ง คือ ตัวแทน สมศ. ผู้จัดการหน่วยประเมิน อาจารย์มหาวิทยาลัย และตัวแทน สพฐ.

2. รูปแบบการประเมินหน่วยประเมินภายนอก ระดับการศึกษาขั้นพื้นฐาน มีค่าดัชนีความสอดคล้องระหว่างผู้ประเมิน ของคะแนนการประเมินหน่วยประเมินฯ (Rater Agreement Index: RAI) อยู่ในระดับสูงทุกมาตรฐาน 

3. ผลการประเมินรูปแบบการประเมินหน่วยประเมินภายนอกระดับการศึกษาขั้นพื้นฐาน ในด้านความเหมาะสม ด้านความเป็นประโยชน์ ด้านความเป็นไปได้ และด้านความถูกต้อง พบว่าในภาพรวมอยู่ในระดับมากที่สุด

Abstract

The purpose of this study was to develop the evaluation model for basic education assessment companies. The research and development approach was employed in four stages, namely survey and synthesize the evaluation model, create and examine the evaluation model, try out and evaluate the evaluation model for basic education assessment companies.

The results showed that

1. The evaluation model for basic education assessment companies comprised four major system theory constructions, namely input, process, output ant feedback. Standards and indicators comprised 6 standards and 25 criterias. Sources of evaluator comprised agent of Office of National Education Standards and Quality Assessment, the manager of assessment companies, college teachers and the agent of Office of the Basic Education.

2. The evaluation model for basic education assessment companies had Rater Agreement Idex: RAI. It was high quality in every standard.

3. The result of evaluation of the evaluation model for basic education assessment companies found that it was high quality in terms of propriety, utility, feasibility and accuracy.
