การพัฒนาระบบสารสนเทศเพื่อการประกันคุณภาพภายในระดับการศึกษาขั้นพื้นฐาน: กรณีศึกษาสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิจิตร เขต 2

Abstract

บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อพัฒนาระบบสารสนเทศเพื่อการประกันคุณภาพภายใน ระดับการศึกษาขั้นพื้นฐาน: กรณีศึกษาสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิจิตร เขต 2  ดำเนินการวิจัยตามขั้นตอนการวิจัยและพัฒนา 3 ขั้นตอน คือ ขั้นตอนที่ 1 การศึกษาความต้องการข้อมูลสำหรับการพัฒนาระบบสารสนเทศ จากครูผู้รับผิดชอบงานประกันคุณภาพภายในโรงเรียนในสังกัดได้จากการเลือกแบบเจาะจง จำนวน 113 คน ขั้นตอนที่ 2 การพัฒนาระบบสารสนเทศเพื่อการประกันคุณภาพภายใน และประเมินประสิทธิภาพระบบโดยผู้เชี่ยวชาญ จำนวน 5 คน และขั้นตอนที่ 3 ทดลองใช้และประเมินความพึงพอใจผู้ใช้ระบบสารสนเทศเพื่อการประกันคุณภาพภายในระดับการศึกษาขั้นพื้นฐาน โดยครูผู้รับผิดชอบงานประกันคุณภาพภายในจากโรงเรียนในสังกัด ได้จากการสุ่มตัวอย่างแบบหลายขั้นตอน จำนวน 34 คน วิเคราะห์ข้อมูลด้วยค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า

1.  ความต้องการข้อมูลสำหรับการพัฒนาระบบสารสนเทศเพื่อการประกันคุณภาพภายใน ระดับการศึกษาขั้นพื้นฐาน อยู่ในระดับมากทุกด้าน ได้แก่ ด้านแผนพัฒนาคุณภาพการศึกษาประจำปี ด้านข้อมูลพื้นฐานของสถานศึกษา ด้านผลการจัดการเรียนรู้ตามหลักสูตรสถานศึกษา ด้านข้อมูลการดำเนินงานการประกันคุณภาพภายใน และด้านสรุปผลการดำเนินงาน

2.  ระบบสารสนเทศเพื่อการประกันคุณภาพภายใน มีองค์ประกอบครบตามความต้องการของผู้ใช้ ดังนี้คือ ด้านแผนพัฒนาคุณภาพการศึกษาประจำปี ด้านข้อมูลพื้นฐานของสถานศึกษา ด้านข้อมูลการดำเนินงานการประกันคุณภาพภายใน ด้านผลการจัดการเรียนรู้ตามหลักสูตรสถานศึกษา และด้านสรุปผลการดำเนินงาน มีผลประเมินประสิทธิภาพโดยผู้เชี่ยวชาญ 5 คน อยู่ในระดับดี

3.  ผู้ใช้ระบบสารสนเทศเพื่อการประกันคุณภาพภายใน มีความพึงพอใจหลังการใช้ระบบอยู่ในระดับมาก 

Abstracts

This research aimed to develop the information system for internal quality assurance in basic education: a case study of Phichit Primary Education Service Area Office 2. The specific objectives were 1) to study information needs in the development of information system for internal quality assurance in basic education, 2) to develop an information system for internal quality assurance in basic education, and 3) to trial the system and evaluate users’ satisfaction of information system for internal quality assurance in basic education. The research & development (R&D) procedures were divided into three phases. The first phase was the study of information needs in the development of information system for internal quality assurance, the second phase was the development of information system for internal quality assurance in basic education, and the third phase was to trial the system and to evaluate users’ satisfaction of information system for internal quality assurance in basic education. The sample of this study consisted of 34 teachers responsible for internal quality assurance from 34 schools in subsidiary. Data were analyzed by using frequency, percentage, mean and standard deviation.

The results of this research were as follows:

1.  The study of the information needs to develop the information system for internal quality assurance in basic education showed at a high level of all aspects, namely the schools’ basic information, the the annual education quality development plan, the internal quality assurance practice information, the learning management outcomes in accordance with school curricula, and the conclusion of operation.

2.  The assessment of system performance of the information system for internal quality assurance basic education by five experts showed that the information system developed had the effective performance at a good level.

3.  The result of the system trial and users’ satisfaction of information system for internal quality assurance in basic education found that users’ satisfaction was at a high level.
