กลยุทธ์การพัฒนาสมรรถนะความเป็นนวัตกรของครู สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบและสภาพปัจจุบันสมรรถนะความเป็นนวัตกรของครู 2) ศึกษาแนวทางการพัฒนาสมรรถนะความเป็นนวัตกรของครู 3) สร้างกลยุทธ์การพัฒนาสมรรถนะความเป็น นวัตกรของครู และ4) ศึกษาผลการประเมินกลยุทธ์การพัฒนาสมรรถนะความเป็นนวัตกรของครู มี 4 ขั้นตอน คือ ขั้นตอนที่ 1 การศึกษาองค์ประกอบและตัวบ่งชี้ โดยสังเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้อง และศึกษาสภาพปัจจุบัน กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 375 คน ได้มาโดยการสุ่มแบบหลายขั้นตอน เก็บรวบรวมข้อมูล ด้วยแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีความเชื่อมั่น 0.92 วิเคราะห์ข้อมูลโดยค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน ขั้นตอนที่ 2 การศึกษาแนวทางการพัฒนาสมรรถนะความเป็นนวัตกรของครู สัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 7 คน ด้วยแบบสัมภาษณ์กึ่งโครงสร้าง วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ขั้นตอนที่ 3 การสร้างกลยุทธ์ โดยการศึกษาสภาพแวดล้อม (SWOT Analysis) กับกลุ่มผู้ให้ข้อมูล จำนวน 25 คน และนำข้อมูลจากขั้นตอนที่ 1และ2 มายกร่างกลยุทธ์ด้วย (TOWS Matrix) และตรวจสอบความเหมาะสมโดยการสนทนากลุ่มผู้ทรงคุณวุฒิ จำนวน 9 คน และขั้นตอนที่ 4 การประเมินกลยุทธ์ กับผู้บริหารสถานศึกษา จำนวน 56 คน โดยเลือกแบบเจาะจง เก็บรวบรวมข้อมูล ด้วยแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่น 0.97 วิเคราะห์ข้อมูลโดยหาค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัย พบว่า 1) ผลการศึกษาองค์ประกอบ ประกอบด้วย 6 ด้าน ดังนี้ การคิดริเริ่มสร้างสรรค์ การตั้งคำถาม การทดลอง ความรู้และการปฏิบัติ บุคลิกภาพส่วนบุคคล และการสร้างเครือข่ายทางสังคม 2) ผลการศึกษาแนวทางการพัฒนาสมรรถนะความเป็นนวัตกรของครู ควรกำหนดกลยุทธ์ พันธกิจและเป้าประสงค์ สร้างระบบนิเวศด้วยเทคโนโลยีดิจิทัลและสภาพปัจจุบันสมรรถนะความเป็นนวัตกรของครู ภาพรวมอยู่ในระดับปานกลาง 3) ผลการสร้างกลยุทธ์การพัฒนาสมรรถนะความเป็นนวัตกรของครู ประกอบด้วย วิสัยทัศน์ พันธกิจ 6 กลยุทธ์หลัก 26 กลยุทธ์ย่อย ภาพรวมมีความเหมาะสมอยู่ในระดับมาก และ4) ผลการประเมินความเป็นไปได้และความเป็นประโยชน์ ภาพรวม พบว่า มีความเป็นไปได้อยู่ในระดับมากและความเป็นประโยชน์อยู่ในระดับมากที่สุด
