Knowledge, Attitudes, and Practices of Green Public Procurement (GPP) among the Local Administrative Organizations

Abstract

        The purpose of this research was to study the levels of knowledge, attitudes, and practices regarding Green Public Procurement (GPP), including the influence of knowledge and attitudes on the level of practice regarding GPP in local administrative organizations. This research is a quantitative study using questionnaires as a tool for data collection. The samples consisted of heads of finance departments of the subdistrict municipalities under the jurisdiction of the 16 regional offices of the Pollution Control Department across Thailand, excluding Bangkok. All 287 samples were purposively sampled from two groups: 128 samples from the subdistrict municipalities implementing GPP and 159 samples from the subdistrict municipalities without GPP. This study used descriptive statistics, a T-test, and multiple regression for data analysis.


        The overall study revealed that the respondents had a high level of knowledge (87.8%), a high level of attitude (equation= 3.80), and a high level of practice (equation= 3.63) regarding GPP. T-test analysis showed that the respondents from the subdistrict municipalities implementing GPP had a significantly higher level of knowledge, attitudes, and practices regarding GPP than those from the subdistrict municipalities without GPP. Additionally, the multiple regression analysis indicated that, among the group with GPP, the level of knowledge did not affect the level of practice (P = 0.807). In contrast, the level of attitude had a significant influence on the level of practice (P = 0.000). Like the group without GPP, the results displayed that the level of knowledge did not influence the level of practice (P = 0.149), while the level of attitude remained a significant factor (P = 0.000). The findings can be used as a basis for promoting positive attitudes and improving the efficiency of GPP practices among local administrative organizations.
