การเตรียมความพร้อมภาวะผู้นำองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ สู่ประชาคมอาเซียน; The Readiness Preparation of Sub-District Organization Leadership in Phetchabun Province for Asean Economic Community

Abstract

บทคัดย่อ

                การวิจัยครั้งนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาการเตรียมความพร้อมภาวะผู้นำองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ สู่ประชาคมอาเซียน 2) เพื่อศึกษาปัจจัยที่ส่งผลต่อการเตรียมความพร้อมภาวะผู้นำองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ สู่ประชาคมอาเซียน และ 3) เพื่อสร้างและนำเสนอรูปแบบการเตรียมความพร้อมภาวะผู้นำองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ สู่ประชาคมอาเซียน ในการวิจัยครั้งนี้ใช้วิธีการดำเนินการวิจัยแบบผสม ระหว่างการวิจัยเชิงปริมาณกับเชิงคุณภาพกลุ่มตัวอย่างที่ใช้ในการวิจัยเชิงปริมาณ ได้แก่ ผู้นำองค์การบริหารส่วนตำบล ข้าราชการ พนักงาน ลูกจ้างประจำ และประชาชนที่มีสิทธิเลือกตั้งในจังหวัดเพชรบูรณ์  จำนวน 400 คน  ผู้ให้ข้อมูลหลักที่ใช้ในการวิจัยเชิงคุณภาพ ได้แก่ ผู้ทรงคุณวุฒิและผู้เชี่ยวชาญ จำนวน 9 คน ผู้สนทนากลุ่มจำนวน 10 คน เครื่องมือที่ใช้ในการวิจัยประกอบด้วย แบบสอบถาม เป็นแบบมาตราส่วนประมาณค่า และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูลใช้ ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์เพียร์สันการถดถอยพหุคุณใช้เทคนิควิธีการเลือกตัวแปรพยากรณ์ที่สัมพันธ์กับตัวแปร โดยวิธีนำตัวแปรเข้าทั้งหมด จากผลการวิจัยพบว่า

                1.  การเตรียมความพร้อมภาวะผู้นำองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ สู่ประชาคมอาเซียน โดยภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก (= 3.60)

                2.  ปัจจัยที่ส่งผลต่อการเตรียมความพร้อมภาวะผู้นำองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ สู่ประชาคมอาเซียนได้แก่ ปัจจัยทางภาวะผู้นำด้านกล้านำ ภาวะผู้นำด้านประชาคมสังคมและวัฒนธรรมอาเซียน ภาวะผู้นำด้านกล้าเปลี่ยน ภาวะผู้นำด้านประชาคมเศรษฐกิจอาเซียน ภาวะผู้นำด้านกล้าคิด ภาวะผู้นำด้านกล้าทำ อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ซึ่งมีปัจจัยส่วนบุคคลของผู้ตอบแบบสอบถาม ดังนี้ ส่วนใหญ่เป็นเพศหญิงมีอายุ 41 - 50 ปี มีการศึกษาระดับมัธยมศึกษาตอนปลายมีอาชีพเกษตรกร และมีรายได้เฉลี่ย 5,000 - 10,000 บาท

                3.  รูปแบบการพัฒนาภาวะผู้นำองค์กรปกครองส่วนท้องถิ่นจังหวัดเพชรบูรณ์ สู่ประชาคมอาเซียน คือ 3 รู้  18 ต้อง 3 ประสาน ประกอบด้วย 3 รู้  ได้แก่ รู้จักตนเอง รู้จักผู้อื่น รู้จักองค์กร 18 ต้อง ได้แก่ ต้องเชื่อมั่นตัวเอง ต้องคิดอย่างเป็นระบบต้องมีภูมิรู้ ต้องเรียนรู้ภาษาอาเซียน ต้องซื่อสัตย์ ต้องเรียนรู้ภาษาอาเซียน ต้องมีคุณธรรมจริยธรรม ต้องทำให้ผู้อื่นไว้ใจ ต้องมีมนุษยสัมพันธ์ ต้องให้กำลังใจผู้อื่น ต้องแก้ปัญหาทันที ต้องถ่ายทอดเป็น ต้องปกป้องผู้อื่นอย่างเป็นธรรม ต้องเข้าใจบริบทขององค์กร ต้องนำด้านเศรษฐกิจอาเซียน ต้องนำด้านการเมืองและความมั่นคง ต้องกล้านำ ต้องกล้าเปลี่ยน ต้องกล้าคิด ส่วน 3 ประสาน ได้แก่ ประสานประชาชน ประสานภาครัฐ และประสานประเทศอาเซียน

Abstract

                The purposes of the research were 1) to study the leadership preparation of the Local Administrative Organizations in Phetchabun province toward ASEAN community, 2) to study the factors affecting the leadership preparation of the Local Administrative Organizations in Phetchabun province to ASEAN community and 3) to create and present a model of the leadership preparation of the Local Administrative Organizations in Phetchabun province to ASEAN community. The research methodology was the mixed research method between a quantitative research and a qualitative research. The 400 Key Information Interviews in the quantitative research were the executives of the Local Administrative Organizations, government officers, competent officials, permanent employees, and eligible voters in Phetchabun province. The samples in the qualitative research were committed with 9 of experts and eminent persons and with 10 of the discussing groups. The research tools consisted of a distribution with 5 rating scale items and an interview. The statistics used to analyze data were frequency, mean, standard derivation, Pearson’s product moment correlation coefficient, and multiple regression. The technique of prediction variable related to criterion variables, which were committed by Enter Regression was used.  

                The research results were found as follows:

                1.  The overall level of the leadership preparation of the Local Administrative Organizations in Phetchabun province toward ASEAN community was high (= 3.60).

                2.  The factors affecting the leadership preparation of the Local Administrative Organizations in Phetchabun province to ASEAN community all about Leadership of Courage, Leadership of Social Community and ASEAN Cultures, Leadership of Risk, Leadership of ASEAN Economics, Leadership of Thinker, and Leadership of Doer were at a statistical significant level of 0.01which the testing found that difference in personal factors, consisting of sex, during 41-50 years of ages, education level, agricultural job position and average income per month during 5,000-10,000 Baht.

                3.  The model of the leadership preparation of the Local Administrative Organizations in Phetchabun province to ASEAN community required 3 Knowing 18 Beings and 3 Coordinating. 3 Knowing consists of knowing oneself, knowing others, and knowing an organization. 18 Musts consists of must be self-confident, must be systematic thought, must be knowledgeable, must be ASEAN languages learner, must be honest, must be a virtue and morality leader, must be trustful, must have human relations, must be encouraging person, must be a problem solver, must be an efficient communicator, must be a fair protector, must understand organization circumstance, must be ASEAN economic leader, must be a political and stability leader, must be brave to lead, must be changing leader and must be creative thinker. 3 Coordinating consists of coordinating with people, coordinating with the state sector, and coordinating with ASEAN countries.
