การพัฒนารูปแบบการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชน; Development of a Quality Management Model of Private Vocational Education Colleges

Abstract

บทคัดย่อ

                การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาและตรวจสอบรูปแบบการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชน โดยใช้วิธีการวิจัยแบบผสานวิธี การดำเนินการวิจัยแบ่งเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษาองค์ประกอบของการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชน 6 วิทยาลัย กลุ่มตัวอย่าง จำนวน 12 คน และสัมภาษณ์กรณีศึกษาวิทยาลัยดีเลิศระดับอาชีวศึกษา ระยะที่ 2 พัฒนารูปแบบโดยใช้เทคนิคเดลฟายแบบปรับปรุง 3 รอบ กลุ่มเป้าหมายเป็นผู้เชี่ยวชาญ จำนวน 21 คน เลือกแบบเจาะจง และระยะที่ 3 ตรวจสอบความเหมาะสมของรูปแบบที่พัฒนาขึ้น กลุ่มตัวอย่าง จำนวน 260 คน โดยสุ่มแบบหลายขั้นตอน  วิเคราะห์ข้อมูลด้วย ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

                ผลการวิจัยพบว่า

                1.  องค์ประกอบของการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชนมี 7 ด้าน คือ การจัดการกระบวนการ กิจกรรมพัฒนาผู้เรียน การบริการวิชาชีพสู่สังคม นวัตกรรมและการวิจัย ภาวะผู้นำ

การประเมินผลและรายงาน และการทบทวน/วางแผน/การพัฒนาปรับปรุง วิธีการบริหารคุณภาพเป็นการบูรณาการเทคนิคโดยมีวงจรคุณภาพ (PDCA) เป็นแกน

                2.  รูปแบบการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชนมีองค์ประกอบ 7 ด้าน ได้แก่ ด้านการจัดการกระบวนการ ด้านกิจกรรมพัฒนาผู้เรียน ด้านการบริการวิชาชีพสู่สังคม ด้านนวัตกรรมและการวิจัย ด้านภาวะผู้นำ ด้านการประเมินผลและรายงาน และด้านการทบทวน/วางแผน/การพัฒนาปรับปรุง

                3.  รูปแบบการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชนที่พัฒนาขึ้น มีความเหมาะสม ความเป็นไปได้ ประโยชน์ และความถูกต้อง โดยรวมและรายด้านอยู่ในระดับมาก 

Abstract

                The purpose of this study was to develop and verify a quality management model of private vocational colleges using mixed methods. The study management was divided into 3 stages. Stage 1-investigating the quality management elements of private vocational colleges 6 colleges with sampling of 12 people, marking interviews with the excellent vocational education colleges as a case study. Stage 2- developing a model using the Delphi technique with 3 times of revisions through a target group of 21 experts who were selected by purposive sampling. Stage 3-verifying appropriateness of the developing model through a sample of 260 people selected by Multistage random sampling. Data analysis was done by using frequency, percentage, mean, standard deviation.

                The findings were as follows:

                1.  The elements of management of private vocational colleges’ quality have 7 aspects: process management, student development activity, professional service toward the society, innovation and research, leadership, evaluation and report, and review/plan/improvement in the development. The method of quality management is a managerial technique integrated by having PDCA as an axis.

                2.  The quality management model of private vocational education colleges is a structure showing the relations between the 7 elements process management, student development activity, professional service toward the society, innovation and research, leadership, evaluation and report, and review/plan/improvement in the development.

                3.  The developed model of management of private vocational education colleges’ quality was appropriate, feasible, useful and appropriate as a whole and each aspect at the high level.
