บทคัดย่อ

             การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนากลยุทธ์การเสริมพลังอำนาจครูโรงเรียนสังกัดเทศบาลในกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 18  วิธีดำเนินการวิจัยมี 3 ขั้นตอนดังนี้ ขั้นตอนที่ 1 เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม กลุ่มตัวอย่าง จำนวน 338คนโดยวิธีการสุ่มตัวอย่างแบบแบ่งชั้น (Stratified RandomSampling) และสัมภาษณ์ผู้ที่เกี่ยวข้องในการเสริมพลังอำนาจครูโรงเรียนสังกัดเทศบาลในกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 18 จำนวน 8 คน ขั้นตอนที่ 2 มี 3 ขั้นตอนย่อยได้แก่ การวิเคราะห์สภาพแวดล้อมภายในและภายนอกโดยการประชุมเชิงปฏิบัติการ การยกร่างกลยุทธ์โดยการประชุมเชิงปฏิบัติการ และตรวจสอบกลยุทธ์การเสริมพลังอำนาจครู ขั้นตอนที่ 3 การประเมินกลยุทธ์การเสริมพลังอำนาจครูโรงเรียนสังกัดเทศบาลในกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 18 ด้วยแบบสอบถามโดยผู้เชี่ยวชาญ จำนวน  9 คน วิเคราะห์ข้อมูลโดยใช้ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

             ผลการวิจัยพบว่า 1. สภาพปัญหา รวมทั้งปัจจัยที่ส่งผลต่อการเสริมพลังอำนาจครูโรงเรียนสังกัดเทศบาลในกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 18 โดยภาพรวม อยู่ในระดับมาก ส่วนปัญหาอยู่ในระดับปานกลาง ส่วนปัจจัยที่เกี่ยวข้องในการเสริมพลังอำนาจครู ปัจจัยภายใน ได้แก่ ผู้บริหาร และครูผู้สอน  ส่วนปัจจัยภายนอก ได้แก่ ด้านสังคมและวัฒนธรรม และด้านการเมืองกฎหมายอยู่ในระดับมาก 2. กลยุทธ์การเสริมพลังอำนาจครูโรงเรียนสังกัดเทศบาลในกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 18 ที่พัฒนาขึ้น ประกอบด้วย วิสัยทัศน์ พันธกิจ เป้าประสงค์ ประเด็นกลยุทธ์ กลยุทธ์ มาตรการ และตัวชี้วัด โดยมีกลยุทธ์ 8 กลยุทธ์ 47 มาตรการ และ 20 ตัวชี้วัด 3. กลยุทธ์การเสริมพลังอำนาจครูที่พัฒนาขึ้นมีความสอดคล้อง ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ ในระดับมากและมากที่สุด

Abstract

              The purposes of this research were to develop the strategy for the teacher empowerment of municipality schools in Local Educational Province Zone 18. The research was divided into 3 steps. To deal with the first , the research instrument was a questionnaire conducted with 338 persons obtained by stratified random sampling. The second step consisted of 3 sub-steps of 2.1) analyzing internal and external environment.  2.2) drafting the strategy was done by a workshop.  2.3) checking the strategy to assess for the teacher empowerment of municipality schools.  The data were analyzed using percentage, mean, standard deviation and content analysis.

              The research findings were as follows: 1. In general, the states, the problems and the factors related with teacher empowerment of municipality schools in Local Educational Province Zone 18 were as follows: The states of teacher empowerment which consisted of 6 aspects were at the high levels. The problems were at the moderate level. The factors related with teacher empowerment of municipality schools were found that the internal factors were administrators and teachers. The external factors were found that society and culture and politics and law were at the high levels. 2. The strategies for teacher empowerment of municipality schools in Local Educational Province Zone 18 were consisted of vision, missions, goals, strategic items, strategies, standards and indicators. There were 8 strategies, 47 standards and 20 indicators. 3. The developed strategies for teacher empowerment of municipality schools were found that agreement, appropriateness, possibility and utility were high to the highest levels.
