Abstract

บทคัดย่อ

              บทความนี้ เป็นส่วนหนึ่งของวิทยานิพนธ์เรื่องบทบาทของกองทัพไทยในการจัดการภัยพิบัติทางธรรมชาติในประเทศไทยในบทที่ 1-3 ที่กล่าวถึงการนำเสนอบทสำรวจปัญหาและแนวคิดในการแก้ไข ในลักษณะการนำเสนอแนวคิดและแนวทางในการแสวงหาปัญหาของการวิจัยและแนวทางในการออกแบบการวิจัย เพื่อให้ได้มาซึ่งการแสวงหาแนวคิดเชิงนโยบายในการสรรสร้างบทบาทของทหารในการจัดการภัยพิบัติทางธรรมชาติ ที่มีความเหมาะสมกับศักยภาพและขีดความสามารถที่ทหารมีอยู่

              กองทัพเป็นหน่วยงานที่มีความสามารถในการเผชิญภัยคุกคามความมั่นคงในทุกรูปแบบ และสามารถปฏิบัติภารกิจได้อย่างมีเอกภาพเพราะมีบุคลากรและเครื่องมือที่มีลักษณะเฉพาะตามความถนัดและความชำนาญของแต่ละภารกิจ

              ในการบรรเทาภัยพิบัติที่เกิดจากธรรมชาติ กองทัพจะประสบความสำเร็จในบทบาทที่ดำเนินอยู่ในปัจจุบันเป็นอย่างสูงและได้รับการยอมรับจากสังคมโดยรวมในแง่ของความรวดเร็วและมีประสิทธิภาพก็ตาม แต่จากข้อจำกัดทางกฎหมาย ปัญหาอุปสรรคในการปฏิบัติงานทำให้กองทัพยังไม่สามารถใช้ศักยภาพที่แท้จริงอย่างเต็มที่ ทำให้บทบาทในการตอบสนองต่อเหตุการณ์ภัยพิบัติอย่างรวดเร็วและทันต่อสถานการณ์ ยังต้องมีการปรับปรุงและพัฒนาให้กองทัพสามารถใช้ทรัพยากรที่กระจายอยู่ในทุกเหล่าทัพให้มีความเหมาะสมมากยิ่งขึ้นและเป็นประเด็นสำคัญในการกำหนดปัญหาและออกแบบการวิจัยเพื่อค้นหาคำตอบต่อไป

Abstract

              This article is a part of the dissertation, THE ROLES OF THE ROYAL THAI ARMED FORCES IN THE NATURAL DISASTER MANAGEMENT IN THAILAND (Chapter 1–3), article’s objectives were: to explore and solve the problems about the military operations in the natural disaster management and methodological design and wanted to know about some idea for policy formulation from experts to create the military’s new roles in the natural disaster management that are appropriate with the potential and the military capabilities.

              All military was more ability to confront every threats with the strengthen factors that civic was unity of command; because they composed of specific equipment and individual capacity and competencies in each mission.

              In all event, Thai military had a highly succeed in their roles, natural disaster relief, that accepted by Thai society both of immediately respond but also efficiency performance. But in fact the legal restrictions and the problems of military operation caused that the military’s roles which can’t use its possible potential. So, the possible potential of military may have a new effective’s roles in natural disaster relief, and need to immediately developing some policy that make choices or answer these policy question; how to use the resources in the armed forces. All of them are the main point of research and design for the dissertation.
