แนวทางการจัดทำงบประมาณแบบมีส่วนร่วม: กรณีศึกษาโครงการชุมชนเข้มแข็ง พัฒนาตนเองตามหลักปรัชญาเศรษฐกิจพอเพียง เขตราชเทวี

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษารูปแบบและกระบวนการจัดทำงบประมาณแบบมีส่วนร่วม 2) วิเคราะห์ปัญหา และอุปสรรคในการดำเนินงาน และ 3) เสนอแนะแนวทางในการพัฒนาและยกระดับกระบวนการดังกล่าว ภายใต้โครงการชุมชนเข้มแข็งพัฒนาตนเองตามหลักปรัชญาเศรษฐกิจพอเพียง ในเขตราชเทวี กรุงเทพมหานคร โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ดำเนินการเก็บข้อมูลผ่านการสัมภาษณ์เชิงลึก กับผู้ให้ข้อมูลหลัก 12 คน ซึ่งประกอบด้วยเจ้าหน้าที่สำนักงานเขต ผู้นำชุมชน และตัวแทนภาคประชาชน วิเคราะห์ข้อมูลด้วยการเข้ารหัส (Coding) และจัดกลุ่มประเด็น (Thematic Grouping)
ผลการวิจัยพบว่า รูปแบบการมีส่วนร่วมยังคงจำกัดอยู่ในระดับการให้ความคิดเห็น ขณะที่กระบวนการตัดสินใจยังคงอยู่ภายใต้การควบคุมของภาครัฐ กระบวนการประกอบด้วย 5 ขั้นตอน ได้แก่ การวางแผน รวบรวมแนวคิด กลั่นกรองโครงการ ลงคะแนนเสียง และดำเนินงาน-ติดตามผล แต่ประชาชนยังขาดอำนาจในการตัดสินใจร่วมอย่างแท้จริง ปัญหาหลักที่พบ ได้แก่ ข้อจำกัดทางกฎหมายความซับซ้อนของระเบียบราชการ การรวมศูนย์อำนาจ การขาดกลไกเสริมสร้างศักยภาพประชาชน แรงจูงใจที่ลดลง และความเหลื่อมล้ำภายในชุมชน โดยเฉพาะในพื้นที่บุกรุก ข้อเสนอแนะเชิงนโยบายเน้นการปรับปรุงระเบียบให้ยืดหยุ่น เพิ่มอำนาจให้ชุมชนจัดการงบประมาณได้ตรงตามบริบทของตน พัฒนาศักยภาพ และความเข้าใจของประชาชน จัดเวทีมีส่วนร่วมที่เข้าถึงกลุ่มหลากหลาย และออกแบบกลไกเฉพาะสำหรับชุมชนเปราะบาง งานวิจัยนี้ชี้ให้เห็นถึงความจำเป็นในการออกแบบกระบวนการงบประมาณแบบมีส่วนร่วมที่ยึดประชาชนเป็นศูนย์กลาง และส่งเสริมธรรมาภิบาลท้องถิ่นในบริบทเมือง
