บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์ 1) เพื่อพัฒนาแผนการจัดการป้องกันและแก้ไขปัญหาไฟป่าและฝุ่นควันระดับหมู่บ้าน และ 2) เพื่อพัฒนาศักยภาพนวัตกรชุมชนและเปรียบเทียบศักยภาพก่อนและหลังการพัฒนาศักยภาพ นวัตกรชุมชนด้านการจัดการป้องกันและแก้ไขปัญหาไฟป่าและฝุ่นควัน โดยการมีส่วนร่วมของผู้นำทางการศึกษา อำเภอเมือง จังหวัดแม่ฮ่องสอน โดยใช้การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research) ศึกษาแนวคิดการจัดการไฟป่าและฝุ่นควันโดยชุมชน นวัตกรชุมชน และผู้นำทางการศึกษามีส่วนร่วม เป็นกรอบการวิจัย กลุ่มตัวอย่างคือ ผู้บริหารสถานศึกษา บุคลากรทางการศึกษา ผู้นำท้องถิ่น และตัวแทนชุมชน จำนวน 60 คน ใช้การคัดเลือกแบบเจาะจง และนวัตกรชุมชน จำนวน 30 คน ใช้วิธีสุ่มเลือกตัวอย่างอย่างง่าย โดยใช้วิธีจับสลากจากรายชื่อนวัตกรชุมชนจาก 6 ตำบล ตำบลละ 5 คน เครื่องมือที่ใช้ในการวิจัยมี 4 ชนิด คือ 1) แบบสำรวจข้อมูลชุมชน 2) แบบสัมภาษณ์เชิงลึก 3) แนวทางการจัดเวทีสนทนากลุ่ม 4) แบบประเมินศักยภาพนวัตกรชุมชน วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา และ เปรียบเทียบค่าเฉลี่ยแบบ T-test Dependent ส่วนข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) การพัฒนาแผนการจัดการป้องกันและแก้ไขปัญหาไฟป่าและฝุ่นควันระดับหมู่บ้านทำให้ได้ฐานข้อมูลชุมชนที่แสดงข้อมูลจุดเสี่ยง ลักษณะภูมิประเทศ ทุนทางสังคม และเครือข่ายความร่วมมือ ในรูปแบบแผนที่ที่ชุมชนเข้าถึงได้ง่าย และ 2) การพัฒนาศักยภาพนวัตกรชุมชนในภาพรวมเพิ่มขึ้นอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 ทุกด้าน โดยด้านทักษะการประยุกต์ใช้เทคโนโลยีเพื่อการตัดสินใจมีการพัฒนามากที่สุด (t = 15.634, p < .001)
