บทคัดย่อ
ประชาชนธุรกิจและอุตสาหกรรมมักกล่าวอ้างว่าสิ่งอำนวยความสะดวกพื้นฐานในอาคารของตน สามารถช่วยรักษาสิ่งแวดล้อมได้ ขณะที่ท้องถิ่นมักสนับสนุนบทบาทของการควบคุมสิ่งแวดล้อมในท้องถิ่นเพื่อดำเนินการควบคุมเหตุรำคาญจากแมลง เหตุรำคาญจากแมลงได้รับการยอมรับว่าเป็นหนึ่งในปัจจัยสำคัญที่ก่อให้เกิดความเดือดร้อนรำคาญต่อสุขภาพหรือรบกวนความเป็นอยู่ที่ดีในอาคารบ้านเรือนของประชาชน เมื่อแมลงใด ๆ ที่มาจากแหล่งดึงดูดแมลงที่อยู่ในบริเวณอาคารบ้านเรือนของประชาชนหรือสถานที่ประกอบการค้าหรืออุตสาหกรรม และก่อให้เกิดอันตรายต่อสุขภาพหรือสร้างความเดือดร้อนรำคาญท้องถิ่นต้องดำเนินการปฏิบัติการตามกฎหมายด้วยมาตรการคุ้มครองสิ่งแวดล้อมเพื่อสร้างความเป็นอยู่ที่ดีและปรับปรุงสภาพแวดล้อมให้ดีต่อสุขภาพอันเป็นวิถีทางภายใต้ระบบกฎหมายให้ได้รับประโยชน์ด้านสิ่งแวดล้อมที่มากขึ้นและลดความเสี่ยงจากแหล่งแมลงดึงดูด บทความนี้มุ่งเน้นการศึกษาเปรียบเทียบระหว่างกฎหมายอังกฤษและกฎหมายไทย โดยเน้นศึกษาการดำเนินการทางกฎหมายเพื่อควบคุมเหตุรำคาญจากแมลงของทั้งสองประเทศ ซึ่งเป็นการปูทางไปสู่การเปรียบเทียบแนวทางของกฎหมายอังกฤษและกฎหมายไทย บทความนี้ใช้วิธีการศึกษาทบทวนเอกสารทางกฎหมายของประเทศอังกฤษและประเทศไทยเพื่อตรวจสอบแนวทางในการใช้กฎหมายที่เกี่ยวข้อง ให้ค้นพบว่ากฎหมายของอังกฤษและไทยมีความแตกต่างกันอย่างไร บทความนี้กล่าวถึงประเด็นที่เกี่ยวกับการผสมผสานระหว่างมาตรการป้องกันและควบคุมเหตุรำคาญจากแมลงตามกฎหมาย โดยเฉพาะอย่างยิ่งหน้าที่ของท้องถิ่นในการตรวจสอบข้อร้องเรียนและดำเนินการให้เป็นไปตามกฎหมาย บทความนี้สำรวจแนวทางเชิงเปรียบเทียบที่แนวคิดจากกฎหมายอังกฤษสามารถนำมาใช้ปรับปรุงประสิทธิภาพของกฎหมายที่ออกแบบมาเพื่อป้องกันและแก้ไขสถานการณ์เหตุรำคาญจากแมลงในประเทศไทยและในท้องถิ่นทั่วประเทศไทย บทความฉบับนี้แสดงให้เห็นถึงการขาดนิยามความหมายเฉพาะที่เกี่ยวข้องกับเหตุรำคาญจากแมลงในระบบกฎหมายไทยหรือการขาดคำอธิบายอย่างเป็นทางการเกี่ยวกับบริบททางกฎหมายของเหตุรำคาญจากแมลง
