Guidelines for Improvement on Law and Management of Small Boutique Hotels

Abstract

This study and research focuses on improving the law and management of small boutique hotels for the purpose of managing boutique hotels along with analyzing problems and difficulties of: Hotel Act, B.E. 2547 (2004), Building Control Act, B.E. 2522 (1979), Ministerial Regulations in classification of Hotel Business, B.E. 2551 (2008), and Ministerial Regulations determination of other type of buildings for hotel business, B.E. 2559 (2016), that affect small boutique hotel businesses. The study researches from Hotel Law and Ministerial Regulations mentioned above and guidelines for management of boutique hotel from principles of management in various dimensions. Along with the research brings current conditions of boutique hotel business to find a method to improve the law and management of boutique hotel to concordant with current circumstances. The study shows that the Legislative Act of Hotels, Building Control Act, and other Ministerial Regulations mentioned are lack of clarity and contain deficiencies in getting a permission to run a small boutique hotel business. One of the deficiencies is the managing and converting buildings into a boutique hotel that disallow boutique hotels to obtain license to run the business legally.
