Problems and Guided Development of Academic Affairs Administration of Secondary Schools in Samutprakarn Under Secondary Educational Service Area Office 6

Abstract
This research study was conducted using a mixed methods research with 3 objectives, they were; (1) to study the problems concerning the academic affairs administration of the secondary schools in Samutprakarn Province, (2) to develop a guideline for developing the school academic affairs, and 3) to examine the agreement of the administrators opinions towards the developed guideline. There were three steps of the research study. First, study the problems concerning the academic affairs administration with 305 teacher in secondary schools under Samutprakarn Education area 6, then study the most high ranking problems in three areas of the academic affairs administration by interviewing 17 teacher who were the survey participants in the three areas. Third, validating the developed guideline for developing the school academic affairs done by the school administrators. The instruments were questionnaire and interview. The statistics used were frequency, percentage, mean, standard deviation, mode, and inter-quartile range. It was found that. (1) The overall problems concerning the academic affairs administration of the school were at the moderate level. The highest among them were; research for education quality improvement, instructional media innovation and educational technology development and school curriculum development, respectively. (2) For the guideline for school academic affairs development, in was suggested that there should be the instruction for teacher to see the needs of doing research, stimulating and supporting the teachers to disseminate their research findings, setting up workshop and supervising using the research results for improving teaching. There should be the plan for budget allocation for purchasing and maintenance of the instructional media innovation and educational technology, there also should be a workshop on instructional media production, supervising evaluating of media utilization, motivating teacher to produce the instructional media. School should set up a workshop on curriculum development with the participation of local community. School should revise and update curriculum, lastly, proactively and friendly supervising the implementing of the curriculum. (3) The administrators accepted developed guideline for academic affairs development in the three aspects that can be used in the school.
