บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาผลกระทบทางกฎหมายเกี่ยวกับที่ดินเพื่อเกษตรกรรมตามแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติตั้งแต่ฉบับที่ 1 จนถึงฉบับที่ 12 เป็นการวิจัยเชิงเอกสารโดยการค้นคว้าข้อมูลจากเอกสารต่าง ๆ มีการตรวจสอบเชิงเนื้อหา ผลการวิจัย โดยการวิเคราะห์ภาพรวมพบว่า แผนพัฒนาเศรษฐกิจและสังคมของประเทศไทยมีวิวัฒนาการและการเปลี่ยนแปลงของแนวคิดการพัฒนาตามยุคสมัย โดยอาจจำแนกได้เป็น 4 ระยะในส่วนที่เกี่ยวกับนโยบายด้านเกษตร แผนพัฒนาเศรษฐกิจแห่งชาติ ฉบับที่ 1-12 มีการพัฒนาครอบคลุมใน 4 ส่วนคือ 1) ทรัพยากรมนุษย์ 2) เทคโนโลยีการเกษตร 3) ระบบสาธารณูปโภคที่สำคัญต่อการทำการเกษตรและการขนส่ง และ 4) การสร้างกลุ่มหรือองค์กรทางด้านการเกษตรกรที่เข้มแข็ง
