Abstract

The purposes of this research were 1) to study the contents of the international conventions that Thailand has signatory concerning The Navigation in Thai Water Act, B.E. 2456, considering the provisions to the navigation in Thai water, concerning to the protection and preservation of the marine environment, including prevention measures, reduce, and oil pollution control from vessels with The International convention for the prevention of pollution from ships, 1973 and protocol 1978 (MARPOL 73/78) Annex I Regulations for the Prevention of Pollution by oil and United Nations Convention on the Law of the Sea, 1982 (UNCLOS 1982); 2) to analyze and propose solutions for solving the Act, to have provisions concerning the protection and preservation of the marine environment from oil pollution control from vessels; and 3) to propose legal solutions in case of inconsistency with the international conventions that Thailand has signatory. This research was a qualitative research. It was found that, it is to be amended The Navigation in Thai Water Act, B.C. 2456 in order to comply with those Conventions and conform with the international standards for protection and preservation of the marine environment.
