A Study on the Problems on Policy Implementation in Small Schools Under Uthai-Thani Primary Educational Service Area Office 1

Abstract
This research aims to study and compare the opinions of school administrators and teachers toward the level of problem on implementing the policies into the real practice of the small schools under Uthai-Thani Primary Educational Service Area Office 1. Twenty-eight school administrators and 173 teachers which were 201 samples in total were sampled using the simple random sampling. The samples answered the questionnaire with a reliability value at .95. The data were analyzed using percentage, mean, standard deviation, t-test, and One-way ANOVA. The research found that, the problems on the policy implementation of the schools, in overall, was at the low level. The first three aspects were the investigating, monitoring and evaluation, the school organizing and managing and the reward-enforcement. For the comparison of the school administrators’ and teachers’ opinions on the problems of the policy implementation, it found that, the samples who had the different working positions in school and level of education, in overall, held the similar views on the issue. However, those who had different working experiences on different working positions had the various views on the overall picture, on the support from administrators and on the school organizing and managing with the statistical significance at .05.
