การพัฒนารูปแบบการบริหารงานตามหลักธรรมาภิบาลของนักบริหารองค์กรปกครองส่วนท้องถิ่นในเขตจังหวัดสุราษฎร์ธานี

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาคุณลักษณะนักบริหารองค์กรปกครองส่วนท้องถิ่น 2. วิเคราะห์ปัจจัยส่งเสริมการบริหารงานตามหลักธรรมาภิบาล 3. พัฒนารูปแบบการบริหารงานตามหลักธรรมาภิบาลของนักบริหารองค์กรปกครองส่วนท้องถิ่นในเขตจังหวัดสุราษฎร์ธานี ใช้วิธีวิจัยแบบผสม เชิงปริมาณใช้แบบสอบถาม จำนวน 400 ชุด ใช้สถิติเชิงพรรณนา ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน วิเคราะห์ปัจจัย วิเคราะห์โมเดลสมการโครงสร้าง และเชิงคุณภาพใช้วิธีสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลหลัก ผลการวิจัยพบว่า 1) คุณลักษณะของนักบริหารองค์กรปกครองส่วนท้องถิ่น โดยรวมอยู่ในระดับมาก คิดเป็นรายด้าน พบว่า การมีส่วนร่วม ความรับผิดชอบ ความคุ้มค่า ความโปร่งใส นิติธรรม และคุณธรรม มีค่าเฉลี่ยสูงสุดตามลำดับ 2) ปัจจัยการส่งเสริมการบริหารงานตามหลักธรรมาภิบาล โดยรวมอยู่ในระดับมาก คิดเป็นรายด้าน พบว่า บุคลิกภาพ การบริหารงาน การปฏิบัติราชการ และการวางแผน มีค่าเฉลี่ยสูงสุดตามลำดับ ผลการตรวจสอบความสอดคล้องของโมเดล พบว่า โมเดลสอดคล้องกับข้อมูลเชิงประจักษ์ และ 3) รูปแบบการบริหารงานตามหลักธรรมาภิบาลของนักบริหารองค์กรปกครองส่วนท้องถิ่น พบว่า นักบริหารองค์กรปกครองส่วนท้องถิ่น ต้องใช้รูปแบบที่เป็นนักบริหารมืออาชีพ ประกอบด้วย การวางแผน การปฏิบัติราชการ บุคลิกภาพ และการบริหารงาน ที่ก่อให้เกิดการบริหารตามหลักธรรมาภิบาลของนักบริหารในองค์กรปกครองส่วนท้องถิ่นในเขตจังหวัดสุราษฎร์ธานี
