A Development Leadership Model of Ethical for School Directors under the Office of the Basic Education Commission in the Northeastern Region

Abstract
ABSTRACT
The objectives of this study were 1) to examine the components of ethical leadership of school directors, 2) to develop an ethical leadership development model for school directors under the Office of the Basic Education Commission in the Northeastern Region of Thailand, and 3) to verify the appropriateness, correctness, benefits and possibilities of the developed model. The study was conducted with mixed methods research, which consisted of an analysis of relevant documents and researches, the interviewing of 5 experts, case studies on 2 school directors with ethical leadership, 3-rounds application of modified Delphi's techniques from 21 experts who were selected by using the purposive sampling and an opinion survey from 550 school directors and teachers under the Office of the Basic Education Commission in the Northeastern Region of Thailand in the academic year 2015, which were also selected through multi-stage sampling. The research tools employed in this study were interview form, rating scale questionnaire and survey form. Statistics implemented in data analysis were mean, standard deviation, percentage, median and interquartile range.
The study yielded the following results.
- Ethical leadership of school directors comprised 5 significant components,
which were integrity, service-minded attitude, the ability in gaining trust from others, justice and organizational commitment.
2. The developed ethical leadership development model for school directors comprised 4 components, namely 1) supporting factors in ethical leadership development, 2) process in ethical leadership development, 3) approaches in ethical leadership development and 4) behaviors of school directors with ethical leadership.
3. The overall appropriateness, correctness, benefits and possibilities of the developed model was at the highest level. Each component of the developed model could be prioritized by the mean value from highest to lowest as follows: process in ethical leadership development, approaches in ethical leadership development, behaviors of school directors with ethical leadership and supporting factors in ethical leadership development.
