Administrative Innovation of Local Government Organization in the Northeast

Abstract
The qualitative research of “Administrative Innovation of Local Government Organization in the Northeastern Region” was purposed to study of 1) characteristics, sources, initiating procedures and the related factors of administrative innovation of the local administrative organization, 2) problem and solution’ by using innovation administration and 3) administrative innovation’s applying to the other local administrative organizations by using in the good prototype of 6 local administrative organizations. The method was consisted of 1) documentary information, 2) in-depth interview, 3) group-work interview, and 4) observation.
Research results found that characteristics of administrative innovation of each local administrative organization was differed by principal tasks. The large-size local administrative organization has original of innovation from top to down but the small-size local administrative organization was opposite. Initiation procedure of administrative innovations were consisted of 3 procedures; 1) the concern meeting, 2) network creation with the outside sectors, and 3) following of evaluating and establishing of learning center. The related factors with initiation of innovation’s procedure were consisted of 1) condition of the changing leader, 2) organization culture, 3) knowledge-ability of the officials, 4) participation, 5) supporting by the outside sectors and 6) social capital partnership. The solution methods of administrative innovation were consisted of 1) accelerating of the independent’s capability in sides, 2) formal and non-formal meetings for understanding between people and the government offices in the same area. Applying of administrative innovation prototype’s methods were also found as 1) determining the policy and vision that support the use of the applying of administrative innovation, 2) developing the head of organization to become the changing leader, 3) determining the control system continuingly 4) creating network extension to apply administrative innovation, 5) supporting in sharing internal knowledge and 6) encouraging the people’s real participation.
