Public Expenditures and Thai Education : Some Significance in Public Finance to Allocate Budget for Thai Education Development

Abstract

          Government has to spend budgets in different affairs such as economic, social, and political and others in order to develop the quality of life of people. If considering to the educational investment in Thailand allocated to ministries, it found that Thai government has given as the first priority which is much more than budget in public health, community, social welfare and religion. Trace back last ten years government budget in the fiscal year 2004-2014, it found that the tendency of public expenditure has been increasing annually because of the various missions of government stipulated in constitution, laws in social welfare and the policies of different governments. However the majority of increasing budget has been spending in operating expenditures while the investing expenditure has been decreasing. This signifies that the educational investment to develop the potential of Thai students is also  low. Moreover results from educational assessment nationally and internationally, it found that though Thai government has spent much budget to education but the education quality of student is not standardized forinternational level. Therefore the government must reevaluate public expenditures in order to take fiscal and educational reform for better and more efficiency in quality of education
