Abstract

            The research was to study encroachment problems on public land, including the evaluation of public opinion toward the role of local administration officer, comparing that opinion level to encroachment problems on public land by classifying them as personal factors and finding problem solutions of encroachment on public lands in Khao Phu Thong, Kanchanaburi.

            The researcher used the method of quantitative and qualitative research. The sample group in this research was 400 people according to the Yamane formula by purposive sampling. The research tool was the questionnaire. The statistics used for data analysis were frequency, percentage, mean, standard deviation, t-test, One-Way ANOVA, and a test hypothesis with statistics by setting statistical significance at.05 levels. The qualitative research consisted of interviews of the Deputy District Chief, Subdistrict Headman and two Village Headmen.

            The result found that the problems were caused by unclear boundaries. They were moved and the boundary pins destroyed. Furthermore, the officers, whether it was District Chief, Deputy District Chief, or Governor, had moved often. A Subdistrict Headman and Village Headmen had interests in the land that caused a level of suspicion among the villagers. Corresponding to public opinion levels toward the role of local administration officer and encroachment problems on public land in Khao Phu Thong, Kanchanaburi overall was at the lowest level. The study also found that people in Klon Do Subdistrict, Dan Makham Tia District, Kanchanaburi who were of different ages, educational levels, and length of residence in the district, had opinions toward the role of the local administration officer to encroachment problems on public land in Khao Phu Thong, Kanchanaburi. Differences were found with statistical significance at the .05 level. Together with the researcher, we also studied solutions that were expected to be important variables that could lead to sustainable solutions for public land. For example, it should have set boundary surveys clearly, with notification letters to landowners of intended destruction. If the area had already been issued a title deed, it must be revoked, providing the land to the community without ceding ownership but nonetheless allowing it to be used by a group/community/co-operative in accordance with the criteria and conditions prescribed by the NLPC.
