The Guidelines Promoting Thai Language Skills Development Network for Ethnic Students at Ban Cha Ti School

Abstract

The purposes of this study were: (1) to examine the circumstance of Thai language skills development network for students at Ban Cha Ti School; (2) to investigate the problems of operation of Thai language skills development network for students at Ban Cha Ti School; (3) to propose the guidelines promoting Thai language skills development network for ethnic students at Ban Cha Ti School under Chiang Rai Primary Educational Service Area Office 3 . The datacollection employed interview and focus group discussion with administrators, educational personnel, and the network of Thai language skills development for students at Ban Cha Ti School. The results showed that: 1. The circumstance of Thai language skills development network for students at Ban Cha Ti School 1.1 The network models of Thai language skills development for students at Ban Cha Ti School were: Area-based Network, Activity-based Network, Structural-based Network that included 1) Government Sector 2) Business Sector and 3) NGOs 1.2 The participation characteristics of Thai language skills development network for students at Ban Cha Ti School involved decision-making, operation, benefits gain, evaluation of operation. 2. The problems in operating the network of Thai language skills development for students at Ban Cha Ti School under Chiang Rai Primary Educational Service Area Office 3 involved 4 aspects: 1) Participation problems in decision making, 2) Participation problems in the operation, 3) Participation problems in benefits gain, and 4) Participation problems in evaluation. 3. The guidelines for administration of Thai language skills development network at Ban Cha Ti School were proposed. 3.1 Area-based Network: Should recruit cooperation from all sectors to share their participation in decision making, operation, benefits gain by using PLC (Professional Learning Community) for accessibility and decentralization of the networks in the process, reducing the process in monitoring and evaluation to strengthen the competence, efficiency, and effectiveness of the networks. Allow the community to share their participation, access the problems, and seek solution together. 3.2 Activity-based Network: Should develop MOU for the networks in determining time frame for the development of discontinuous network projects in order to reduce constraints on continuous aspect of policy planning, organizational system of the network should be open to public, allow participation in decision making, operation, benefits gain by using civil society method with the village and school to draw participation from the community in tackle problems and find solutions together. 3.3 Structural-based Network: Should allow the networks to share their participation in decision making, operation, benefits gain by using civil society process with the village and school community to get the community’s participation in solving problems together.
