The Administration of Internal Quality Assurance System in Compliance with Basic Education Standards of Ban Therdthai School

Abstract

The objectives of this policy and qualitative research were to examine the administration circumstance of internal quality assurance system of Ban Therdthai School, and to investigate the factors affecting the administration quality of internal quality assurance system of Ban Therdthai School, and to develop the desired administration scenario of internal quality assurance system of Ban Therdthai School for improvement and congruence with Basic Education Standards. The results showed that the quality of the administration of internal quality assurance system of Ban Therd Thai School in academic year 2016, in overall, was found at good level in all 4 standards i.e. Standard 1: Quality of students; Standard 2: Administration process of school administrators; Standard 3: Student-centered instructional process; and Standard 4: Effective internal quality assurance system. The standard in needs of urgent improvement was quality of students in regard to academic achievement of students and on the indicators of academic achievement and development of national test results and their ability to read, write, communicate and calculate based on each class level. The key factors affecting the administration quality of internal quality assurance system of Ban Therd Thai School were observed. The depromoting factors were frequent transfer of personnel at all times, disconnected teaching and learning, newly recruited teachers were novice teachers lacking teaching experience and using non-variety teaching techniques. The government procurement system was not supportive to the operation. Computer specification was not good and insufficient to students. Parents were illiterate and unable to provide tutoring to their kids. Personnel lacked comprehensive knowledge about internal quality assurance system. The school did not apply results of the internal quality assessment for instructional development. The desired administration scenario of internal quality assurance system in accordance with Basic Education Standards of Ban Therd Thai School was aimed at achieving very good level in 4 standards: S 1: Quality of students; Standard 2: Administration process of school administrators; Standard 3: Student-centered instructional process; and Standard 4: Effective internal quality assurance system. The guidelines for administration of internal quality assurance system of Ban Therd Thai School based on POLC framework were proposed.
