The Guidelines for Administration of Small Schools Based on Basic Education Standards for Wiengkalong Wanathevi Education Quality Development Network

The objective of this study was to investigate the guidelines for administration of small schools based on the Basic Education Standards for Wiengkalong Wanathevi Education Quality Development Network. The population was 99 participants. The research instruments for data collection were questionnaire and interview. The data was used to stage the focus-group discussion in order to formulate the guidelines for administration of small schools. The data was analyzed by mean, standard deviation, and content analysis. The results showed that: 1. The administration circumstance of small schools based on the Basic Education Standards following PDCA analysis, in overall, was rated at the high level. The aspect holding the highest score was Planning (Plan), Execution of the plan (Do), Improvement and development (Act), Monitoring and evaluation (Check). The analysis results based on the Basic Education Standards Framework indicated that Execution of the plan (Do), in overall, was found at the high level. And, Standard 3: Student-centered Instruction was found in the highest implementation, followed by Standard 2: School Administrator Administration Procedure, Standard 1: Quality of Learner, Standard 4: Efficient Internal Quality Assurance System.2. The future scenario of the administration of small schools based on the Basic Education Standards for internal quality assurance revealed that Standard 1: Learning achievement of learners illustrates knowledge, competence, skills based on the school curriculum; Standard 2: School administration covers academic, teachers, educational personnel, information, environment by promoting participation from all stakeholders; Standard 3: The instructional management support the contexts of local community based on the interests, needs, competence of the learners by exploiting various methods to promote learning at optimal potential of the individual; Standard 4: Setup internal quality assurance system for education quality of the school by drawing participation of all stakeholders in sharing responsibility to provide quality and standard education. 3. The guidelines for administration of small schools based on the Basic Education Standards suggested that Plan: Should perform planning by using the participation process in planning education quality development. Determine direction, goal, vision, mission, setup strategic planning for school curriculum development in consistent with contexts of school and students. Do: Should setup meeting to present and assign the person in charge of tasks. Build network of stakeholders in education provision for shared responsibility on the outcome of education provision. Check: All stakeholders systematically and consistently share participation in supervising, monitoring, reviewing, and evaluating the education administration. Act: Analyze evaluation results to identify problems and obstacles in education administration and determine the guidelines and methods for best practices in improvement.
