The Guidelines for Administration of Democracy Promotion Activity in Municipality School 2 (Mae Tam Darunwet) under Phayao Municipality

The aims of this study were: 1) to examine the state in administration of democracy promotion activity at Municipality School 2 (Mae Tam Darunwet) under Phayao Municipality; 2) to investigate the good practices in the administration of democracy promotion activity of the prototype school; and 3) to develop the guidelines for the administration of democracy promotion activity in Municipality School 2 (Mae Tam Darunwet). The target group was 65 participants consisting of school director, deputy
director, teachers, teachers in charge of democracy project in the school, and head teacher of social studies. The questionnaire and interview were used in an investigation of the guidelines for the administration of democracy promotion activity in Municipality School 2 (Mae Tam Darunwet). The data was analyzed by frequency, percentage, and content analysis. The findings showed that: 1.The administration state of democracy promotion activity in Municipality School 2 (Mae Tam Darunwet) under Phayao Municipality in 6 domains, in overall, was found at the high level. The domain holding the highest mean score was the role of teacher in arranging democracy promotion activities, but the domain holding the lowest mean score was the learning activities promoting democracy focusing on learner-centeredness. 2. The best practices for the administration of democracy promotion activity for the democracy prototype school, in overall, consisted of 6 domains. 1) Having clear planning; 2) Having meeting for teachers to design the learning focusing on democracy; 3) The school having plan and learning management on democracy; 4) Promoting the student to survey the problems and community’s participation in student council committee election campaign and referandum. 5) Promoting variety ofactivities to encourage the students to develop analytical skills in analyzing daily national news. 6) Having meeting with teachers and working group to clearly plan, determine the guidelines for administration of democracy promotion activity in the school, supervise, and monitor the activities with an emphasis on drawing the participation from school committee, parents, and community. 3.The guidelines for administration of democracy promotion activity in Municipality School 2 (Mae Tam Darunwet) under Phayao Municipality with an emphasis on the domain holding the lowest mean score which was the learning activies focusing on learner-centeredness were proposed. 1) The school should regulate the policy for educational institutions to organize democratic learning activities that focus on learner-centeredness. 2) The school should analyze standards and indicators in the subject learning area. 3) The school should appoint a person responsible for democracy project. 4) The school should arrange democratic learning activities in consistent with the national core curriculum. 5) The school should develop the tools to assess and evaluate democracy learning. 6) The school should record the supervision results in writing format. 7) The school should explore ways to improve methods and techniques in arrangingthe democracy learning activities that focus on learner-centeredness.
