A Proposal Strategic Recommendations for the Management of Small-sized Schools under Ban Saeo Education Development Network, Chiang Saen, Chiang Rai

Abstract

The aim of this study was to investigate strategic recommendations for the management of small-sized schools under Ban Saeo Education Development Network. Thepopulation was 36 participants who were used in responding to the 5-rating scale questionnaire in data collection. The data analysis employed mean and standard deviation. The interview was also used to examine state and problems in the management of small-sized schools. School administrators, teachers, and chair of school committee were involved in the interview to develop the strategic proposal for the management of small-sized schools under Ban Saeo Education Development Network, Chiang Saen, Chiang Rai. The findings showed that: 1. The management state of small-sized schools based on standards of basic education for internal quality assurance of the school, in overall, was found at the high level. The dimension having the highest operation level was Standard 1 Quality of Learners, followed by Standard 2 Management Process of School Administrators, Standard 3 Student-centeredness Learning Management, and Standard 4 Effective Internal Assurance System. The management state of small-sized schools based on POLC management procedure, in overall, was found at the high level. The aspect holding the highest operation level was planning and followed by organization management, leading, and controlling.2. The problem in the management of small-sized schools based on basic education standards for internal quality assurance, in overall, was found at the low level. The most problematic dimension was Standard 4 Effective Internal Assurance System, followed by Standard 2 Management Process of School Administrators, Standard 1 Quality of Learners, and Standard 3 Student-centeredness Learning Management. The problem in the management of small-sized schools based on POLC in overall, was found at the low level. The most problematic issue was organization management and followed by controlling, planning, and leading. 3. The strategic recommendations for the management of small-sized schools under Ban Saeo Education Development Network consisted of 4 strategies: 1) Quality of Learners by placing an emphasis on developing the quality of learners based on basic education standards and the development suitable for their age level; 2) Management Process of School Administrators by developing the system and procedure for school administrator’s management and enhancing quality of the school’s education management; 3) Student-centeredness Learning Management by developing the teacher’s competence in implementing student-centeredness learning and creating the learning environment allowing all students’ engagement; 4) Effective Internal Assurance System by developing systematic internal quality assurance system, using the past years performance report as the development guidelines, using the internal quality assurance to upgrade the education quality, and operating the internal quality assurance system effectively.
