The Guidelines for Development of Academic Affairs Administration Using the School Based Management for the School under Phayao Municipality

Abstract

The purposes of this study were to examine the state of academic affairs administration, to investigate the management factors affecting the quality of academic affair administration, and to formulate the guidelines for development of academic affairs administration using school-based for the school under Phayao Municipality. The datasource and key informants in this study were SAR report for the academic year 2014-2015, the 3rd round external quality assessment report, honorary experts, school committee members, school administrators, head of municipality academic affairs administration, and head of learning areas. The research instruments were content analysis, rating scale questionnaire, and interview. The data was analyzed by standard deviation and content analysis. The results revealed that: 1. The state of academic affairs administration of the school under the Phayao Municipality used document and content analysis in analyzing the data. The results indicated that, in overall, the academic affairs administration should be enhanced in all learning areas for better learning achievement. Also, the O-NET scores should be used as the information to improve teaching and learning, to promote teachers in producing instructional materials covering all learning areas and all class levels. In addition, the state of academic affairs administration was found operated at the high level. The aspects needed for development but at the moderate level were research for education quality development, educational supervision, promotion of academic knowledge to community, collaboration with other institutions for academic affairs administration development, promotion and support academicaffairs to individual, family, other educational organization and institution that should receive development for quality and standards. 2.The management factors affecting the quality of academic affairs administration of the school under the jurisdiction of Phayao Municipality indicated that the promoting factors were Material, Morality, Market, Method, Measurement. But, the depromoting factors were Man, Management, Message, Minute, and Mediation. 3. The guidelines for development of academic affairs administration using the school-based approach for the school under Phayao Municipality revealed that the aspects in need of development were found implemented at the moderate level. This implementation by using the school-based approach involved the following principles that included decentralization, self-management, participation, and verification. So, these principles are favorable for developing the quality of academic affairs administration of the school for consistent success and efficiency.
