แนวทางการปรับตัวของท้องถิ่นและชุมชนตามแนวเส้นทางรถไฟเด่นชัย-เชียงของ จังหวัดเชียงราย

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาผลกระทบของโครงการรถไฟทางคู่ เด่นชัย–เชียงของ ต่อท้องถิ่นและชุมชนในจังหวัดเชียงราย และเพื่อเสนอแนวทางการปรับตัวที่เหมาะสม รวมถึงกลยุทธ์การพัฒนาความสามารถในการแข่งขันของจังหวัด โดยใช้วิธีการวิจัยเชิงคุณภาพจากการสนทนากลุ่ม ชุมชนใกล้เคียงทั้ง 11 สถานีในเขตจังหวัดเชียงราย ในพื้นที่ตามแนวเส้นทางรถไฟเด่นชัย–เชียงของในจังหวัดเชียงราย การสนทนากลุ่มผู้นำชุมชนในแต่ละชุมชน และการจัดเวทีสนทนากับหน่วยงานที่เกี่ยวข้อง วิเคราะห์ข้อมูล โดยใช้หลักการวิเคราะห์เชิงเนื้อหา ตีความเชื่อมโยงกับวัตถุประสงค์ ตรวจสอบคุณภาพข้อมูลโดยใช้วิธีการ
ผลการวิจัยพบว่า ในระยะก่อสร้าง ชุมชนได้รับผลกระทบด้านสิ่งแวดล้อม เช่น น้ำท่วม ฝุ่น และถนนเสียหาย รวมถึงปัญหาสังคมจากแรงงานต่างถิ่น แต่ก็เกิดผลเชิงบวกด้านเศรษฐกิจจากการจับจ่ายใช้สอยของแรงงาน ส่วนในระยะยาว ชุมชนกังวลต่อการเข้าถึงพื้นที่ค้าขายรอบสถานีและมลพิษทางเสียง อย่างไรก็ตาม พื้นที่มีศักยภาพสูงด้าน การท่องเที่ยวเชิงวัฒนธรรม เกษตรกรรม และผลิตภัณฑ์ OTOP แนวทางการปรับตัวควรครอบคลุมการพัฒนาบุคลากรด้านบริการ ภาษา และโลจิสติกส์ การสร้างมูลค่าเพิ่มให้สินค้าเกษตรและ OTOP ด้วยการแปรรูปและ E-commerce ตลอดจนการอนุรักษ์ภูมิปัญญาและอัตลักษณ์ท้องถิ่นเพื่อความเข้มแข็งของชุมชน งานวิจัยยังเสนอกรอบกลยุทธ์ 4 เสาหลัก คือ การพัฒนาระบบโลจิสติกส์อัจฉริยะ การส่งเสริมการท่องเที่ยวไร้รอยต่อ การยกระดับเศรษฐกิจชุมชน และการวางผังเมืองกับพัฒนาบุคลากร ซึ่งทั้งหมดต้องดำเนินควบคู่กับการแก้ปัญหาปัจจุบันและวางแผนเชิงรุก เพื่อสร้างการเติบโตที่ทั่วถึงและยั่งยืนให้แก่จังหวัดเชียงราย
