Development of a Management Model to Support an Aging Society in Pathum Thani Province

Abstract

This research aims to develop a management model  for problems in an aging society of Pathum Thani Province.  This mix-method research are divided into three phases:. 1. studying problems, management mechanisms, strengths, weaknesses, opportunities, obstacles, and recommendations; 2. develop a draft model; and 3. testing the model.

Research findings are:  1) problems in health care for the elderly in urban areas, safety for life and property, disaster management, and evacuation of the elderly. The primary mechanism for managing support is the Ministry of Public Health and the Ministry of Social Development and Human Security. 2) Strengths are: having a structured government workflow, and having knowledgeable personnel, but the weak point is lacking of integration. The opportunity lies in the awareness of an aging society, facilitating laws and technology, including the development of civil architecture. However, obstacles include the lack of policy continuity, and advancements in technology and economic conditions leading to deception and abandonment of the elderly 3) Proposals include providing opportunities for the national health assembly participated with the district-level Quality of Life Development Committee (CPC) and establishing a district-level health assembly committee. There should be a coordinating host, -Mr. Elderly- for administration, indicators, and budget supporting CPC. 4) The proposed management model comprises a management system, supporting system, and drive mechanism. Testing results of the model found to facilitate participation, review of mechanisms, and proactively seeking budgets. Recommendations are: working through healthy public policies driven, and the health constitution.
