การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการจัดการเพื่อรองรับปัญหาสังคมสูงวัย ของจังหวัดปทุมธานี การวิจัยแบบผสมผสานครั้งนี้มี 3 ระยะ ได้แก่ 1.ศึกษาสภาพปัญหา กลไก จุดแข็ง จุดอ่อน โอกาส อุปสรรค และข้อเสนอ 2.พัฒนาร่างตัวแบบ และ 3.ทดสอบตัวแบบฯ
ผลการวิจัยพบว่า 1) ปัญหา คือ การดูแลสุขภาพผู้สูงอายุเขตเมือง ความปลอดภัยในชีวิตและทรัพย์สิน การจัดการภัยพิบัติกับการอพยพผู้สูงอายุ กลไกหลักในการจัดการอยู่ที่กระทรวงสาธารณสุขและกระทรวงพัฒนาสังคมและความมั่นคงของมนุษย์ 2) จุดแข็ง คือ มีโครงสร้างการทำงานและบุคลากรมีความรู้ จุดอ่อน คือ ขาดการบูรณาการ โอกาส คือ ตระหนักถึงการเข้าสู่สังคมสูงวัย กฎหมายและเทคโนโลยีที่เอื้อ มีอารยะสถาปัตย์ อุปสรรค คือ ขาดความต่อเนื่อง และความก้าวหน้าของเทคโนโลยี สภาพเศรษฐกิจ ทำให้ผู้สูงอายุ ถูกหลอกลวง ทอดทิ้งมากขึ้น 3) ข้อเสนอ คือ ให้สมัชชาสุขภาพมีส่วนร่วมกับคณะกรรมการพัฒนาคุณภาพชีวิตระดับอำเภอ (พชอ.) มีเจ้าภาพประสานโดยสร้าง “Mr.สูงวัย” มีการอำนวยการ ตัวชี้วัด และงบประมาณสนับสนุน พชอ. 4) ตัวแบบฯ ประกอบด้วย ระบบบริหารจัดการ ระบบสนับสนุน และกลไกการขับเคลื่อน ทดสอบแล้ว พบว่า ทำให้เกิดการมีส่วนร่วม การทบทวนกลไก และการแสวงหางบประมาณเชิงรุก มีข้อเสนอ คือ การขับเคลื่อนงานผ่านนโยบายสาธารณะเพื่อสุขภาพ และธรรมนูญสุขภาพ
