บทคัดย่อ
งานวิจัยนี้ศึกษานโยบายการรณรงค์ด้านสิ่งแวดล้อมของผู้สมัครชิงตำแหน่งประธานาธิบดีฟิลิปปินส์ในปี ค.ศ. 2022 โดยมุ่งเน้นไปที่เฟอร์ดินานด์ "บองบอง" มาร์กอส จูเนียร์ และเลนี โรเบรโด การวิจัยใช้วิธีการเชิงคุณภาพโดยวิเคราะห์เนื้อหาจากสื่อและเอกสารที่เกี่ยวข้องกับนโยบายสิ่งแวดล้อมของผู้สมัคร ผลการศึกษาพบว่า เฟอร์ดินันด์ มาร์กอส บองบง จูเนียร์ และ เลนี โรเบรโด ต่างมีนโยบายสิ่งแวดล้อมที่แตกต่างกัน สะท้อนถึงระดับความเป็นประชาธิปไตยต่อนโยบายสิ่งแวดล้อม แม้ว่าประชาชนจะมีสิทธิในการมีส่วนร่วมกำหนดทิศทางนโยบาย แต่การถดถอยทางประชาธิปไตยในฟิลิปปินส์ปรากฏในรูปของปัญหาการทุจริต อิทธิพลของชนชั้นนำ ความไม่เท่าเทียมทางสังคม การละเมิดสิทธิมนุษยชน และความไม่มั่นคงของสถาบันประชาธิปไตย ปัญหาเหล่านี้เป็นอุปสรรคต่อการดำเนินนโยบายด้านสิ่งแวดล้อมให้มีประสิทธิภาพ ผลการวิจัยเสนอแนะให้รัฐบาลฟิลิปปินส์พัฒนาความเป็นประชาธิปไตยเพื่อลดอิทธิพลของชนชั้นนำทางการเมือง และเปิดโอกาสให้การแข่งขันทางการเมืองเป็นการแข่งขันเชิงนโยบายเพื่อให้ประชาชนมีอำนาจในการกำหนดอนาคตของประเทศอย่างแท้จริง รัฐบาลเพิ่มกลไกการตรวจสอบและความโปร่งใสในการใช้จ่ายงบประมาณด้านสิ่งแวดล้อม ปรับปรุงระบบการตรวจสอบและเปิดเผยข้อมูลอย่าง และส่งเสริมการมีส่วนร่วมของประชาชนในการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม
