School administrative strategies for student development according to National Educational Standard for Secondary Schools under Office of Basic Education Commission

Abstract
The objective of this research is to develop educational institution administration strategy to develop students in accordance with national educational standard for secondary schools under the Office of the Basic Education Commission. The research is divided into three steps. Step 1 is the study of the conditions and needs of educational institution administration. The sample group consists of 389 educational administrators and academic leaders, selected through a multistage random sampling technique. The tool used is a questionnaire. Statistics used are means and standard deviations. Step 2 is the Analysis of strengths, weaknesses, opportunities and threats in educational institution administration. Use the sample group from Step 1 to analyze the PNI Modified index and classify the internal and external environments by applying content analysis technique. Step 3 is the development of educational institution administration strategies to develop students in accordance with national educational standards for secondary schools under the Office of the Basic Education Commission, which consists of two activities. The first activity is strategy review, conducted by 20 experts selected through purposive sampling. The tool is an assessment form of the appropriateness and feasibility of strategies. Data are analyzed using content analysis technique along with mean and standard deviation. The second activity is strategy evaluation using focus group discussion technique. The informants are 13 experts selected through purposive sampling. The tools used is focus-group discussion record form. Data are analyzed using content analysis technique.
The findings from the research can be summarized as follows. 1) Regarding the actual conditions, all items are found to be at a high level, while the desired conditions are at high to very high levels. 2) The internal environment is identified as a strength, and the external environment as an opportunity. 3) The results of strategy development are as follows: 3.1) Both suitability and feasibility are found to be at high to very high levels. 3.2) The developed strategies consist of 5 primary strategies and 17 secondary strategies.
