บทเรียนความสำเร็จและองคาพยพของการขับเคลื่อนชุมชนปลอดขยะสู่การเป็นชุมชนต้นแบบ: กรณีศึกษาชุมชนบ้านหนองสองห้อง จังหวัดราชบุรี

บทคัดย่อ
การศึกษาในครั้งนี้มีวัตถุประสงค์เพื่อนำเสนอบทเรียนความสำเร็จและองคาพยพของภาคส่วนที่เกี่ยวข้องในการขับเคลื่อนชุมชนบ้านหนองสองห้อง จังหวัดราชบุรี สู่การเป็นต้นแบบชุมชนปลอดขยะ (Zero Waste) โดยเป็นการวิจัยเชิงคุณภาพด้วยเทคนิควิธีการวิจัยเชิงย้อนรอย (Ex post facto research) เก็บรวบรวมข้อมูลจากการสัมภาษณ์เจาะลึกและประชุมกลุ่มผู้มีส่วนเกี่ยวข้องในการขับเคลื่อน ตามกรอบทฤษฎีการเปลี่ยนแปลง ผลการศึกษาพบว่า ความคิดริเริ่มในการขับเคลื่อนชุมชนปลอดขยะของชุมชนบ้านหนองสองห้อง เป็นผลมาจากการปะทะกันของปัจจัยภายใน คือ ความต้องการในการแก้ปัญหาขยะ และปัจจัยภายนอก คือ การมีต้นแบบชุมชนที่ประสบผลสำเร็จอยู่ในพื้นที่ และกระแสการประกวดรางวัลในระดับประเทศเป็นปัจจัยหนุนเสริม เหล่านี้นำมาสู่ฉันทามติร่วมของชุมชนที่จะแก้ปัญหา ด้านการขับเคลื่อนอาศัยหลักการมีส่วนร่วมแบบองคาพยพเป็นแนวทางในการดำเนินงาน ตามบริบทและขอบข่ายหน้าที่ของแต่ละส่วน ด้านการเปลี่ยนแปลงสู่ความยั่งยืน ชุมชนได้กำหนดให้มีการจัดโครงสร้างคณะกรรมการขับเคลื่อนที่ครอบคลุมในทุกกลุ่มช่วงวัย กอปรกับการจัดตั้งฐานการเรียนรู้เป็นต้นแบบสำหรับถ่ายโอนองค์ความรู้และแนวปฏิบัติให้กับสมาชิกทั้งในและนอกพื้นที่ชุมชน ด้านปัจจัยความสำเร็จที่เกิดขึ้นมาจากการมีต้นแบบ การสนับสนุนของภาคีเครือข่าย ความไว้เนื้อเชื่อใจ แรงจูงใจ ภาวะผู้นำ และกระบวนการมีส่วนร่วม
