Analysis of Initiative Process of Federal Republic of Germany the United State of America and Swiss Confederation: Guidelines for the Preparation of a New Constitution

Abstract
Being involved in the initiative process of the Federal Republic of Germany, the United State of America and Swiss Confederation enables sovereignty in which citizens propose the law under the consideration of the council and make a final decision to accept the law. It is seen that all processes involve citizen participation. Even though each country initiative process slightly differs, they share similarities in two major aspects as followed:
First, right to propose laws is eligible for a public voter.
Second, giving the rights to voters will empower citizens to decide whether the proposed law to be passed or not.
