Integration of the Cross-cutting Mission of Organizations for the Executive Administrators Competencies Development, The Ministry of Natural Resources and Environment

Abstract
The research objectives were: 1) to provide an integration model of the organization’s cross-cutting mission for the Ministry of Natural Resources and Environment administrators; and 2) to use as an accomplishment administration tool. The research employed the practice-based research with a sample group of 51 public servants from ten organizations who were selected to attend middle-level administrator training courses offered by the Ministry of Natural Resources and Environment between November 2021 to February 2022. The research technique emphasized strengthening the participatory learning process through workshops, focus group discussions, scrum teams, field trip lessons learned, and others. A systematic analysis was conducted to designate the process of organization-integrated cross-cutting missions and the research themes for the best joint mission case study across organizations. The initial output of the research was to establish an integrated 5-step process for the organization's cross-cutting mission through the research theme. The second output was determining five research themes for the Ministry of Natural Resources and Environment's cross-cutting mission. Furthermore, the results of this research can be applied to support the administration of highly complex tasks and integrate knowledge and skills into administration, including adaptability to new public management approaches.
