บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบูรณาการตัดข้ามภารกิจองค์กรสำหรับนักบริหารของกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม เพื่อประยุกต์ใช้เป็นเครื่องมือทางการบริหารให้เกิดผลสัมฤทธิ์สูง เป็นการวิจัยเชิงปฏิบัติ กับกลุ่มตัวอย่างที่เป็นผู้ที่รับการคัดเลือกเข้ารับการฝึกอบรมหลักสูตรนักบริหารระดับกลางกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม จำนวน 10 องค์กร รวมจำนวน 51 คน ระยะเวลาการวิจัยระหว่างเดือนพฤศจิกายน พ.ศ. 2564 - เดือนกุมภาพันธ์ พ.ศ. 2565 ใช้เครื่องมือการวิจัยที่มุ่งเน้นการเสริมสร้างกระบวนการเรียนรู้แบบมีส่วนร่วม ที่ผสมผสานเทคนิควิธีในการปฏิบัติการที่หลากหลายผ่านการประชุมเชิงปฏิบัติการ การสนทนากลุ่มย่อย การระดมสมองแบบเร่งเสริมพลัง การถอดบทเรียนจากการศึกษาดูงาน และเทคนิควิธีอื่น ๆ ที่เหมาะสม เพื่อนำข้อมูลที่ได้มาวิเคราะห์และอย่างเป็นระบบที่จะนำไปสู่การสร้างขั้นตอนการบูรณาการตัดข้ามภารกิจองค์กร และการกำหนดหัวข้อการศึกษาเชิงวิจัย เพื่อใช้เป็นกรณีศึกษาที่ดีสำหรับการบูรณาการภารกิจร่วมระหว่างองค์กร ผลการวิจัยทำให้บรรลุ ผลลัพธ์ที่ 1 ด้านการพัฒนารูปแบบเชิงกระบวนการบูรณาการตัดข้ามภารกิจองค์กร ผ่านการกำหนดหัวข้อการศึกษาเชิงวิจัย ประกอบด้วย 5 ขั้นตอน และผลลัพธ์ที่ 2 ด้านการกำหนดหัวข้อการศึกษาเชิงวิจัยที่ใช้ในการบูรณาการตัดข้ามภารกิจองค์กรให้กับกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม อนึ่ง ผลที่ได้จากการวิจัยนี้ สามารถนำรูปแบบและขั้นตอนที่เกิดขึ้นไปใช้ในการสนับสนุนการบริหารภารกิจที่มีความซับซ้อนสูงและบูรณาการองค์ความรู้และทักษะในการบริหารงาน รวมทั้งเป็นการปรับตัวรองรับการบริหารจัดการภาครัฐแนวใหม่
