การพัฒนาระบบสารสนเทศเพื่อการจัดการบุคลากร: กรณีศึกษาศูนย์วิจัยและพัฒนาการสัตวแพทย์ภาคตะวันตก

บทคัดย่อ
การวิจัยนี้เป็นการวิจัยเชิงพัฒนา มีวัตถุประสงค์ 1) เพื่อพัฒนาระบบสารสนเทศเพื่อการจัดการบุคลากรของศูนย์วิจัยและพัฒนาการสัตวแพทย์ภาคตะวันตก และ 2) เพื่อประเมินความพึงพอใจของผู้ใช้งานระบบสารสนเทศที่พัฒนาขึ้น วิธีการพัฒนาระบบสารสนเทศใช้หลักการของวงจรการพัฒนาระบบสารสนเทศ เครื่องมือที่ใช้ในการวิจัย ได้แก่ 1) แบบสัมภาษณ์ความต้องการของผู้ใช้ในการพัฒนาระบบ ใช้สัมภาษณ์ตัวแทนผู้บริหารและบุคลากรศูนย์วิจัยและพัฒนาการสัตวแพทย์ภาคตะวันตก จำนวน 11 คน 2) โปรแกรมสำหรับพัฒนาระบบ คือ Microsoft Access 2016 ภายใต้ระบบปฏิบัติการ Microsoft Windows 10 ใช้ในการจัดการฐานข้อมูล สร้างแบบฟอร์มบันทึกข้อมูล ประมวลผล และจัดทำรายงานข้อมูลบุคลากร และ 3) เครื่องมือที่ใช้ในการประเมินระบบ คือ แบบประเมินความพึงพอใจของผู้ใช้งานระบบ กลุ่มตัวอย่างเป็นบุคลากรของศูนย์วิจัยและพัฒนาการสัตวแพทย์ภาคตะวันตก จำนวน 30 คน สุ่มตัวอย่างใช้วิธีการเลือกแบบเฉพาะ และวิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่าระบบสารสนเทศที่พัฒนาขึ้นสามารถตอบสนองต่อความต้องการของผู้ใช้งาน สามารถบันทึก แก้ไข ค้นหาข้อมูล และจัดทำรายงานที่เกี่ยวข้องกับบุคลากร เพื่อใช้ประโยชน์ในด้านการบริหารงานบุคคลได้อย่างสะดวกและมีประสิทธิภาพ และจากการประเมินความพึงพอใจที่มีต่อระบบสารสนเทศทั้งหมด 4 ด้าน ได้แก่ ด้านการทำงานระหว่างโปรแกรมกับผู้ใช้ ด้านหน้าที่การทำงานของระบบ ด้านความมั่นคงปลอดภัยของระบบ และด้านความสอดคล้องกับความต้องการของผู้ใช้ พบว่าผู้ใช้งานส่วนใหญ่มีความพึงพอใจในทุกด้านอยู่ในระดับดี
