แนวทางการพัฒนาศักยภาพท่าเทียบเรือตู้คอนเทนเนอร์ ในจังหวัดสุราษฎร์ธานี

บทคัดย่อ
การวิจัยเชิงคุณภาพนี้เพื่อ 1) ศึกษากิจกรรมท่าเทียบเรือจังหวัดสุราษฎร์ธานี 2) วิเคราะห์ศักยภาพท่าเทียบเรือจังหวัดสุราษฎร์ธานี และ 3) พัฒนาศักยภาพท่าเทียบเรือตู้คอนเทนเนอร์ในจังหวัดสุราษฎร์ธานี เก็บข้อมูลโดยการสัมภาษณ์ คัดเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง ประกอบด้วย ผู้บริหารและเจ้าหน้าที่ท่าเทียบเรือตู้คอนเทนเนอร์ในจังหวัดสุราษฎร์ธานี จำนวน 10 คน นำข้อมูลมาวิเคราะห์จุดแข็งและจุดอ่อน และพัฒนาแนวทางการพัฒนาศักยภาพท่าเทียบเรือสินค้าในจังหวัดสุราษฎร์ธานีโดยใช้ TOWS Matrix ผลการวิจัย พบว่า 1) กิจกรรมท่าเทียบเรือตู้คอนเทนเนอร์ ประกอบด้วย การขอใช้บริการ การขายและการตลาด การจองระวางเรือ การตรวจสอบตู้สินค้า การประสานงานและยืนยันข้อมูลการขนส่งตู้สินค้า การขนส่งตู้สินค้าด้วยรถเทรลเลอร์ การโหลดตู้สินค้า การขนส่งตู้สินค้า และการสรุปค่าใช้จ่าย 2) ศักยภาพท่าเทียบเรือตู้คอนเทนเนอร์ มีจุดแข็ง 7 ด้าน จุดอ่อน 6 ด้าน โอกาส 5 ด้าน และปัญหาและอุปสรรค 6 ด้าน แนวทางการพัฒนาศักยภาพท่าเทียบเรือตู้คอนเทนเนอร์จังหวัดสุราษฎร์ธานี ได้แก่ 1) กลยุทธ์เชิงรุก คือ กำหนดแนวทางปฏิบัติงานเพื่อความปลอดภัย พัฒนาแอปพลิเคชันการวิเคราะห์ 2) กลยุทธ์เชิงป้องกัน คือ จัดทำมาตรฐานการปฏิบัติงานแต่ละขั้นตอน พัฒนาระบบเทคโนโลยีสารสนเทศการสื่อสาร 3) กลยุทธ์เชิงแก้ไข คือ จัดทำแผนการพัฒนาปรับปรุงกระบวนการปฏิบัติการจัดทำฐานข้อมูล เครื่องจักรและอุปกรณ์ขนถ่าย และ 4) กลยุทธ์เชิงรับ คือ กำหนดกลยุทธ์บริหารต้นทุนการดำเนินงาน โดยนำแนวคิดลีน และกำหนดจัดทำแผนบริหารความเสี่ยงจากภัยพิบัติแบบเชิงรุก โดยผู้ที่เกี่ยวข้องสามารถนำเอาองค์ความรู้เรื่องกลยุทธ์ต่าง ๆ ไปปรับใช้ได้
