ความต้องการและการได้รับการตอบสนองความต้องการของผู้สูงอายุจากการจัดบริการสาธารณะ ของเทศบาลไทย

การวิจัยน้ีมีวัตถุประสงค์เพื่อ 1) ศึกษาระดับความต้องการและการได้รับตอบสนองความต้องการของผู้สูงอายุจากการ จัดบริการสาธารณะของเทศบาลไทย 2) เพ่ือเปรียบเทียบความต้องการและการได้รับตอบสนองความต้องการของผู้สูงอายุจากการ จัดบริการสาธารณะของเทศบาลไทย การวิจัยนี้เป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่าง คือ ผู้สูงอายุที่อาศัยอยู่ในเขตเทศบาล จานวน 385 คน เลือกกลุ่มตัวอย่างโดยการสุ่มแบบหลายขั้นตอน (Multi-stage sampling) วิเคราะห์ข้อมูลโดยใช้สถิติ ค่าร้อยละ ค่าเฉลี่ย ส่วน เบี่ยงเบนมาตรฐาน และสถิติค่าที (paired samples t-test) ผลการวิจัย พบว่า 1) ผู้สูงอายุมีความต้องการรับบริการสาธารณะจาก เทศบาลโดยรวมอยู่ในระดับมาก โดยมีความต้องการด้านสุขภาพและการรักษาพยาบาลมากที่สุด รองลงมาได้แก่ ด้านการมีส่วนร่วมและ เครือข่ายเก้ือหนุนทางสังคม และด้านปัจจัยพื้นฐานการดารงชีพและสถานที่จัดกิจกรรม ตามลาดับ ผู้สูงอายุได้รับการตอบสนองจากการ จัดบริการสาธารณะของเทศบาลโดยรวมอยู่ในระดับปานกลาง โดยได้รับการตอบสนองความต้องการในด้านการมีส่วนร่วมและเครือข่าย เกื้อหนุนทางสังคมมากที่สุด รองลงมาคือด้านปัจจัยพื้นฐานการดารงชีพและสถานที่จัดกิจกรรม 2) เม่ือเปรียบเทียบความต้องการและ การได้รับการตอบสนองความต้องการของผู้สูงอายุ พบว่า เทศบาลสามารถตอบสนองความต้องการของผู้สูงอายุได้น้อยกว่าระดับความ ต้องการของผู้สูงอายุ ข้อเสนอแนะในการวิจัย คือ 1) เทศบาลควรจัดบริการสาธารณะให้สอดคล้องตามความต้องการของผู้สูงอายุ โดยเฉพาะในด้านสุขภาพและการรักษาพยาบาล รวมท้ังด้านการมีส่วนร่วมและเครือข่ายเก้ือหนุนทางสังคมโดยใช้รูปแบบความร่วมมือ กับชุมชน ภาคเอกชน และหน่วยงานรัฐท่ีเกี่ยวข้อง 2) รัฐบาลควรกระจายอานาจด้านการคลัง งบประมาณ รวมท้ังปรับปรุงกฏหมายที่ เก่ียวข้องกับงานผู้สูงอายุเพื่อเพิ่มศักยภาพความเข้มแข็งให้กับเทศบาลในการดาเนินงานด้านผู้สูงอายมุากย่ิงขึ้น
