The Philosophical Foundations of Education and the Application of Outcome-Based Education (OBE) in Basic English Language Learning: A Documentary Research

This documentary research explores the philosophical foundations of education and examines the application of Outcome-Based Education (OBE) in Basic English language learning. OBE is a learner-centered paradigm that emphasizes the specification of learning outcomes, competency-based instruction, and measurable achievements. The study synthesizes international scholarly literature to understand how OBE principles can be integrated into Basic English instruction to improve linguistic competence, communication skills, and learner autonomy.
The findings highlight both the advantages and challenges of OBE, noting its potential to enhance motivation, accountability, and learning quality while also pointing to difficulties related to assessment alignment and teacher preparedness. This research concludes that OBE represents a significant shift in educational philosophy that aligns well with the needs of Basic English learners, while also calling for contextual adaptation and further empirical validation.
