Abstract

The Constitution of the Kingdom of Thailand B.E. 2560 considered that water rights are basic rights of people, the Water Resources Bill is presently being enacted. The Bill has to conform to missions stipulated in the International Covenant on Economic, Social and Cultural Rights 1966. Morever, it must address water issues and resolve problems of customary law which contradicted with laws. Meantime, Thailand can apply experiences of India on enforcing water laws together with the judgments on Indian Supreme Court and High Courts to make the Bill effective and associated with Thais’ water using behaviors.
