Abstract

Climate change has significantly intensified the frequency and severity of natural disasters in Thailand, directly impacting local communities whose livelihoods depend on natural resources. Effective disaster risk management requires a comprehensive approach addressing four key components: hazard reduction, exposure reduction, vulnerability reduction, and adaptive capacity enhancement. These strategies are implemented through two primary measures: 1) Structural measures, which focus on engineering and infrastructure investments to mitigate hazards and exposure, offering concrete results but entailing high costs and risks of maladaptation without proper management; and 2) Non-structural measures, which prioritize reducing vulnerability and increasing adaptive capacity through social processes, legislation, and community participation, offering cost-effectiveness and long-term sustainability but requiring time and continuous engagement. Therefore, the strategic integration of both measures, tailored to local contexts, is vital for fostering resilience and ensuring sustainable adaptation to natural disaster risk from climate change.
