Abstract

This academic article aims to synthesize theoretical perspectives and policy lessons from climate change–induced disasters to develop an Integrated Adaptive Policy Framework for sustainable disaster management and long-term development. The study employs a theoretical and documentary synthesis methodology under the conceptual foundations of Systems Thinking, Adaptive Environmental Governance, and Sustainability Science to explain the interconnected relationships among the ecological, economic, social, and health dimensions as components of a complex adaptive system.

The synthesis reveals that global warming constitutes a systemic crisis that requires holistic and adaptive management across four key dimensions: (1) Ecological dimension — emphasizing Ecosystem-Based Adaptation (EbA) to reduce environmental vulnerability; (2) Economic dimension — promoting a circular and low-carbon economy driven by green finance mechanisms; (3) Social dimension — strengthening social resilience through Climate Justice and community participation; and (4) Health dimension — developing Climate-Resilient Health Systems based on the One Health and Planetary Health approaches.

Systemic analysis indicates that policy sustainability depends on the integration of three core mechanisms: (1) Networked Institutional Governance, (2) Data Intelligence and Predictive Mechanisms; and (3) Multi-Stakeholder Participation across all policy levels.

The study proposes a framework of Proactive Adaptive Learning, emphasizing collaborative learning among the public, private, and community sectors under Adaptive Environmental Governance. This framework aims to foster balance among humanity, the economy, and nature toward a sustainable and resilient future in the twenty-first century.
