ภัยพิบัติจากภาวะโลกร้อน: บทเรียนจากวิกฤติสู่ความยั่งยืนเชิงนโยบาย

ภัยพิบัติจากการเปลี่ยนแปลงสภาพภูมิอากาศ ได้กลายเป็นความท้าทายเชิงระบบที่ส่งผลกระทบต่อมิตินิเวศ เศรษฐกิจ สังคม และสุขภาพอย่างเชื่อมโยง ขณะที่งานศึกษาส่วนใหญ่ยังคงใช้กรอบการวิเคราะห์แบบแยกส่วน บทความนี้มีวัตถุประสงค์เพื่อพัฒนา “กรอบนโยบายเชิงปรับตัวแบบบูรณาการเพื่อความยั่งยืน” (Integrated Adaptive Policy Framework) สำหรับการจัดการภัยพิบัติจากภาวะโลกร้อน โดยสังเคราะห์แนวคิด ทฤษฎี และบทเรียนเชิงนโยบายทั้งในระดับโลกและประเทศไทย
การศึกษานี้เป็นการวิจัยเชิงคุณภาพแบบทฤษฎี–วิเคราะห์โดยใช้การวิจัยเอกสารและการวิเคราะห์เชิงเนื้อหา ภายใต้กรอบแนวคิดการคิดเชิงระบบ (Systems Thinking) และธรรมาภิบาลสิ่งแวดล้อมแบบปรับตัว (Adaptive Environmental Governance)
ผลการศึกษาพบว่า ภัยพิบัติจากภาวะโลกร้อนมีลักษณะเป็น “ระบบปรับตัวเชิงซับซ้อน” ที่ส่งผลกระทบแบบลูกโซ่ระหว่างมิตินิเวศ เศรษฐกิจ สังคม และสุขภาพ โดยความยั่งยืนเชิงนโยบายมิได้เกิดจากมาตรการเฉพาะด้าน หากแต่เกิดจากการทำงานร่วมกันของสามกลไกสำคัญ ได้แก่ (1) ธรรมาภิบาลเชิงเครือข่าย (2) ระบบข้อมูลและการคาดการณ์เชิงนโยบาย และ (3) การมีส่วนร่วมแบบพหุภาคี
องค์ความรู้ใหม่ของการศึกษานี้ คือ การเสนอ “กรอบนโยบายเชิงปรับตัวแบบบูรณาการเพื่อความยั่งยืน” ในฐานะกรอบการวิเคราะห์เชิงนโยบายสำหรับประเทศกำลังพัฒนา ซึ่งสามารถใช้เป็นฐานในการออก แบบนโยบายสาธารณะ การวิจัยเชิงประจักษ์ และการเสริมสร้างความยืดหยุ่นต่อวิกฤติภูมิอากาศในระยะยาว
